Off-campus training in primary and secondary schools is a supplement to school education,which can satisfy the diversified educational needs of the general public.However,in the further development,a series of problems such as extra-program teaching,false publicity and security risks occur frequently,which not only harm the interests of the educatees,but also have a negative impact on the orderly development of off-campus training market.Since February 2018,the Ministry of Education has jointly issued a number of notices and put forward normative opinions on the establishment and follow-up work of education and training institutions.In July 2021,the General Office of the CPC Central Committee and The General Office of the State Council jointly issued the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in Compulsory Education(also known as the“Double Reduction” Opinion).This document is mainly based on creating a high-quality education mechanism and strengthening the role of school education as the principal position.To further strengthen the governance of off-campus training institutions,off-campus training market has become the focus of "double reduction" opinions.Based on the cognition of the chaotic market of off-campus training of primary and secondary schools,this analysis mainly takes the government supervision of off-campus training institutions of primary and secondary schools in Chengdu as the research object,takes the government supervision theory and collaborative governance theory as the theoretical analysis framework,and uses in-depth interview method,questionnaire method,literature research method,comparative analysis method and other methods for research and analysis.It is found that the measures taken to implement the policy in this region include formulating relevant laws and regulations,addressing the source through multiple channels,strengthening the supervision and investigation of off-campus training violations,etc.,and achieving corresponding effects in reducing the number of disciplinary institutions,enhancing the transparency of training market information,improving the level of teachers and protecting the interests of parents and students.In addition,a large number of problems also occurred during the supervision period,such as the single supervision subject,still some off-campus training institutions evade supervision and lack of social participation.The main reasons lie in the fact that the implementation efficiency of regulatory subjects needs to be further improved,the interest demands of target groups have not been paid attention to,and the over-traditional educational concept has resulted in the regulatory environment not having strong support.On the basis of the above problems and causes,in order to further strengthen the effective supervision of off-campus training institutions of primary and secondary schools,based on the theory of collaborative governance,and attach importance to the participation of multiple interest subjects in governance,the supervision of off-campus training institutions is optimized from the following three aspects:(1)Improve the executive ability of supervision subjects.Effective management of each executive body,and further produce regulatory efforts;Further improve the comprehensive quality of administrative executive workers,cultivate compound law enforcement talents.(2)Further improve the awareness and self-discipline of off-campus training institutions of primary and secondary schools,and further accelerate the orderly development of off-campus training industry organizations.(3)Establish a good social environment and encourage the participation of diverse subjects.Guide schools and parents to establish correct education thoughts;enable the community and media to play a unique social function.The significance of this paper is to find out the deficiencies in government supervision of special governance of off-campus training institutions of primary and secondary schools in Chengdu,truly guarantee the healthy and orderly development of off-campus training market of primary and secondary schools,and make a contribution to the improvement of government supervision of off-campus training institutions of primary and secondary schools in Chengdu.
