| Primary and secondary school,as an significant place to implement basic education,is not only the important base for improving national cultural quality,but also the main gathering area for children.Therefore,the campus security of primary and secondary schools has always been concerned by the academic community.The occurrence of every campus security accident in those schools not only brings great influence to the parties and their families,but also causes serious harm in the society.In order to prevent and handle security events in primary and secondary schools,the national level has issued a number of policies,and governments and industry competent departments at all levels have also formulated a series of policies,rules and regulations.However,these policies are relatively scattered and lack of systematicness,which makes it difficult to realize the systematic governance of the current primary and secondary school campus,resulting in various risks of campus security and frequent malignant events.At present,most of the studies on campus security in primary and secondary schools are carried out at the macro level,and lack of empirical research from the micro perspective.Based on this,this paper tries to take L city as an example,and the police office of the primary and secondary school campus was taken as the investigation object.On the basis of investigating its practical operation,its dilemma was observed,and the reasons were analyzed and combed to put forward targeted optimization paths,so as to provide theoretical support for the next work improvement of campus police office and practical support for the construction of safe campus in primary and secondary schools.The thesis takes governance theory and campus police theory as the theoretical basis,uses field investigation method,case study method and literature method,and conducts L city through semi-structured interview,field observation and policy interpretation.Research found that the establishment of police office in primary and secondary schools involves many factors,including frequent incidents that endanger student safety and disrupt teaching order,promotion by relevant functional departments,student safety needs and social governance innovation.The work content of campus police office not only includes propaganda and education,nursing booth,conflict mediation and other daily police work,but also undertakes some non-police work.At present,the campus police office in primary and secondary schools is facing many practical difficulties.The root causes can be analyzed and countermeasures can be put forward from four perspectives: legal system,public security organs,education departments,students and families.This study may have some limitations.It only selects one place as the survey object,which may lead to its lack of representativeness.In the follow-up,we can choose a wider range of samples to carry out further research,so as to promote the construction of a more scientific and reasonable campus police office in primary and secondary schools and enrich the research of campus security theory. |
