| In the context of economic globalization,a variety of primary and secondary school training institutions emerge and flourish.Off campus training and education in primary and secondary schools has become an important part of China’s education and an effective supplement to public education.However,due to the imperfect legislation and the lack of effective government supervision,the market itself can not be effectively regulated.At present,in the process of the development of the primary and secondary school off campus training market,a series of problems have been exposed,such as the intermingled good and bad education brands,unqualified school running,false publicity,low level of teachers,potential safety hazards,excessive pursuit of profits by the person in charge of the organization,etc.,which seriously damage the legitimate rights and interests of the educated,and hinder the healthy and orderly development of the primary and secondary school off campus training market.In order to standardize the training market of primary and secondary schools,the government should strengthen the supervision and management of the training market of primary and secondary schools,make the training market of primary and secondary schools develop healthily and orderly,effectively protect the legitimate rights and interests of primary and secondary students to receive good education,and establish the credibility of the government.This paper takes Jieyang primary and secondary school off campus training institutions as the research object,defines the concepts of primary and secondary school off campus training institutions and government supervision,and makes a detailed study on the government supervision of primary and secondary school off campus training institutions by using the relevant theories such as Market Failure Theory,Public Interest Theory and Good Governance Theory,using the methods of literature analysis,questionnaire survey and interview.On this basis,the study finds that in the development process of primary and secondary school training institutions in Jieyang City,there are mainly training quality problems,management problems and rights protection problems.At present,the dilemmas in government supervision are as follows:government supervision being faced with legal difficulties,weak sense of government responsibility,insufficient supervision,weak sense of responsibility of organization organizers,and weak sense of self-conscious participation of students and parents in supervision.Finally,according to the theory of good governance,in view of the existing problems,this paper puts forward the countermeasures to strengthen the supervision of primary and secondary school off campus training institutions from the government,training institutions,students and parents.As the leading party of governance,the government needs to create a good governance environment and coordinate the interests of all parties through legislation,strengthening supervision and other means,so as to promote multi-party cooperation in the governance of off campus training industry.Training institutions and industry self-discipline associations,students and parents need to strengthen their sense of responsibility and actively participate in the supervision of off campus training institutions.The implementation of the above measures can effectively solve all kinds of problems existing in government supervision,curb market failure,promote the healthy and orderly development of the off-campus training industry,effectively protect children’s right to educational development,and safeguard the public interests of the people. |
