In 2021,the General Office of the CPC Central Committee and the General Office of the State Council introduced the Opinions on Further Easing the Burden of Excessive Homework and Off-campus Tutoring for Students Undergoing Compulsory Education("double reduction" for short),which is regarded by the public as the "strictest" regulatory policy for off-campus tutoring institutions.As the number of curriculum-based off-campus tutoring institutions increases largely,however,the market environment of off-campus tutoring is in chaos.Some institutions’ improper behaviors including teaching beyond the syllabus,overcharging,and false publicity bring excessive off-campus tutoring to students and also put heavy burden on parents in terms of both economy and energy,which negatively impacts the achievements of education reform and development and affects education equity.Considering the adverse impacts of the institutions,governments at all levels have successively introduced relevant policies to strengthen the supervision of curriculum-based off-campus tutoring institutions and guide them to orderly development.This research takes curriculum-based off-campus tutoring institutions that are aimed at primary and middle school students in Suining as the research subject under the background of "double reduction" policy.It mainly includes four parts.Firstly,it reviews domestic and foreign literature as well as policies and documents to summarize related concepts and theoretical basis and clarify related research background and content.Secondly,it takes advantages of interviews,questionnaires and field trips to approach government staff,parents,the heads of off-campus tutoring institutions in Suining,which allows to understand the general situation of the curriculum-based off-campus tutoring institutions that are aimed at primary and middle school students in Suining,and the main process,management system,important measures and main achievements of government supervision.Thirdly,it combines questionnares and interviews to explore the existing problems in government regulation and their causes.Fourthly,it seeks to put forward practical suggestions on how to further improve government supervision.The research findings are as following.Firstly,Suining city has been constantly improving the government regulation of curriculum-based off-campus tutoring institutions that are aimed at primary and middle school students.In implementing superior policies,the local government has taken the social conditions into consideration to establish regulatory bodies,improve the regulatory system,carry out joint enforcement,and implement networking management,thus improving the quality and effectiveness of government supervision.Secondly,The continuous rectification and standardization of curriculum-based off-campus tutoring institutions that are aimed at primary and middle school students in Suining in recent years has made the number of institutions reduced.The market order has also been further standardized,and the government regulation has achieved good results.Thirdly,There are some problems in the government regulation of curriculum-based off-campus tutoring institutions that are aimed at primary and middle school students in Suining,including insufficient coordination among supervision subjects,difficulty in the government regulation of those illegal institutions,limited use of information supervision platforms,lax management of education and teaching,and insufficient supervision of social forces.Fourthly,The main reasons for the problems lie in the incomplete regulatory system and mechanism,the inadequate regulatory laws and regulations,the weak law enforcement force of government departments,the inactive implementation of policies by the government departments,and the insufficient policy propaganda and interpretation.Fifth,In view of the problems in current government supervision,the following countermeasures are proposed on the basis of analyzing the causes.Firstly,it is helpful to improve the supervision system and mechanism.Secondly,it is urgent to perfect the supervision laws and regulations.Thirdly,it is advisable to improve the ability to implement policies.Fourthly,it is proper to establish a supervision system of teaching quality.Finally,it is important to build a proper education ecology.This thesis has analyzed the problems in government regulation of curriculum-based off-campus tutoring institutions that are aimed at primary and middle school students in Suining from the perspective of the municipal and county governments under the background of "double reduction" policy.And,it also pays equal attention to unveil the causes of those problems.It seeks to work out solutions for those problems in Suining and steadily promote the standardization of the curriculum-based off-campus tutoring market.Ultimately,it may provide some enlightenment and reference in solving similar problems in other regions.The shortcomings of this research lie in the incomplete coverage of questionnaire surveys and interviews so that he statistical results are unable to reflect all the problems.The government regulation of curriculum-based off-campus tutoring needs to be further studied. |
