Since the reform and opening up,China’s economy has developed rapidly and profound changes have taken place in politics,culture and society.In the new era,the main contradiction in society has changed from the contradiction between the people’s growing material and cultural needs and the backward social production to the contradiction between the people’s growing need for a better life and the unbalanced and inadequate development.The contradictions and disputes have shown a complex,professional,pluralistic and collectivized development trend.On the one hand,people’s over-reliance on the "judicial last line of defense" for a long time has generalized the application of judicial adjudication in resolving conflicts and disputes,leading to a large number of cases that could have been resolved through administrative organs,arbitration institutions,people’s mediation organizations and other organizations with mediation functions directly flowing to the court.The frequent occurrence of disputes makes the need for multiple dispute governance urgent to be resolved.On the other hand,various mediation organizations such as people’s mediation,administrative mediation and judicial mediation have overlapping responsibilities,and the phenomenon of their own ownership and management makes the phenomenon of acting independently more prominent.Some administrative organs,for their own interests,often deliberately weaken the dispute correction and dismissal functions that should be undertaken by their own departments,and pass the buck.This paper selects the pilot case on Integration Resolution innovation of grassroots social dispute in Qionglai county for research,and analyzes the domestic and foreign literature and relevant basic theories involved in this case.As a personal participant in Integration Resolution innovation of grassroots social dispute in Qionglai county,I started from my own experience at the grass-roots level,combined with the municipal court,the municipal labor arbitration commission,Linqiong Street,Pingle Town and other units I visited,collected relevant data,and in-depth analyzed the typical and main practices of the case.The main contents of this paper are as follows: the first part is the introduction,including the research background and significance of the paper,research status at home and abroad,relevant theoretical basis,definition of relevant concepts,representativeness and typicality,research ideas and methods.The second part is a case description of the "integrated" solution reform of social contradictions in Qionglai City.It introduced the reform background,causes and perplexments of social contradictions and disputes,main course,implementation principles,main practices and reform effects starting from several aspects.The third part analyzed the key factors of the "integrated" solution reform of social contradictions in Qionglai City,mainly from three factors: organization management,guarantee mechanism and work coordination.The fourth part is the enlightenment of the "integration" solution reform in Qionglai City,which was developed from three aspects: synergy,system mechanism and talent training.The fifth part is conclusion and prospect.Based on the above introduction,as a participant of reform pilot from the perspective of public management,this paper analyzed key practices such as the "integrated" reform pilot for resolving social contradictions in Qionglai Municipal Justice Bureau from the perspective of public management by using literature research method,case analysis method,field investigation method,social governance theory,collaborative advantage theory and other policy analysis tools.It tries to find out effective measures to improve the resolution of contradictions and disputes and promote social stability and harmony in order to get beneficial enlightenment on the optimization of the multiple resolution mechanism of contradictions and disputes. |
