For the first time,The report of the 19 th CPC National Congress emphasized the need to strengthen innovation in social governance.Zhejiang Province,as the vanguard of social governance,In order to apply the idea,method and style better of "One visit at most" reform into the field of social governance,efforts to achieve resolving contradiction and dispute "One place at most",and continuously improve the modernization of provincial governance,the county social conflict and dispute mediation center(hereinafter referred to as the "County Dispute Resolution Center")arises at the historic moment.Zhejiang province is exploring and promoting the construction of the county level disputes resolve center,which is the extension of the reform of "One visit at most" to the field of social governance,and also reflects the new changes and development of "Fengqiao Experience" in the new era.During promoting social governance,one of the key elements to test the effectiveness of governance is whether social conflicts and disputes can be resolved in a timely,effective and proper manner.How to properly handle social contradictions and further improve the medchanism of the multiple comprehensive prevention mediation to resolve disputes,standardize the work,is an important issues that to build a harmonious society undet the current social governance which can not be ignored.Therefore,based on social governance theory and "Fengqiao Experience" in the new era,this paper takes disputes resolve center of L District as the research object,analyzes and studies the existing problems in its operation process and the improvement countermeasures,and discusses the construction path of the county level disputes resolve center in depth.At present,disputes resolve center of L District gathers resources of justice,administration,petition,and integrates "multi-center" into "one center" through "physical integration ".With " one-stop " platform,"diversification" mediation," the whole region" mechanism," digitalization" service measures have achieved certain results in resolving contradictions and disputes.However,it can not be denied that disputes resolve center of L District,as a new organization in the process of social governance innovation and development,is still in the early stage of construction.According to the questionnaire survey and face-to-face interview,the "chemical reaction" of disputes resolve center of L District is not enough,mainly in the aspects of strength guarantee,department integration,mechanism extension,network perfection,function orientation and so on.On the basis of in-depth analysis of the causes of the problems,firmly grasp the requirements of the modernization of social governance in the new era for the disputes resolve center of L District under the new era.To explore the future construction of the center,we need to pay attention to the optimization of the team construction,the integration of online and offline,the improvement of multiple mechanisms,and the strengthening of regional characteristics,so as to further improve the service level,service mode,service quality and efficiency,and build a service brand. |
