| The stability of Tibetan areas is related to national security and social development.The Party Central Committee attaches great importance to the governance of Tibetan areas.General Secretary Xi Jinping put forward the important strategic thought of "governing the country must govern the borders,and the borders must first stabilize Tibet",which reflects the importance of governance in Tibetan areas.Due to special geographical,historical,religious,cultural and other reasons,the governance of Tibetan areas has certain particularities.In recent years,the social governance model in Tibetan areas has been continuously innovated,and fresh blood has been injected into the social governance of Tibetan areas.All aspects of the Tibetan areas are moving in an increasingly positive direction.However,there are still some obstacles in the process of active social governance by the state and Tibetan areas.How to turn resistance into motivation to further promote the development of Tibetan areas and social progress is a question worth considering in the process of governance in Tibetan areas.Therefore,taking the Tibetan community in Ser Ancient Town,Heishui County as the research object,it is of great theoretical significance and practical value to systematically explore and comprehensively analyze the problems,causes and optimization strategies in the process of community governance.This thesis adopts literature research method,questionnaire survey method and interview method to conduct the research,and it is based on public governance theory,community governance theory and the theories of national unity in the new era.The research object,with the help of the "one core and three rulings" governance model,analyzes the status quo and existing problems of grassroots governance in the Tibetan community,and on the basis of multi-dimensional analysis of the causes,it proposes targeted improvement measures.Under the background of Xi Jinping’s "Tibet Governance Strategy" in the new era,and the requirements of the Party Central Committee and the State Council to strengthen grassroots governance capabilities and the modernization of the governance system,this thesis starts from the unique natural environment and human history of Tibetan areas,and takes Ser Ancient Town,Heishui County was the object of the investigation.Through investigation and research,it was found that the governance of the Tibetan community in Ser Ancient Town,Heishui County has achieved good results,such as: the core role of the party is further highlighted,the pioneering role of party members is further exerted,the enthusiasm of the masses for participation is further increased,the relationship between the cadres and the masses has become closer.However,in the process of governance,there are also problems such as the insufficient guidance of party building,the incomplete system and mechanism of government-led,the insufficient participation of multiple subjects,and the lack of distinctive national characteristics in governance.By further investigation and research,it is found that the main reasons for the above problems are weak awareness of community participation,incomplete targeted legislation on community governance,incomplete community governance systems,and lack of strengthening of supporting mechanisms for community governance.Based on the analysis of the above reasons,this thesis proposes the following improvement measures.Firstly,the awareness of public participation should be enhanced,and the subjective initiative of multiple subjects should be fully utilized.Secondly,in terms of laws and regulations,targeted local legislation should be introduced to promote the legalization of community governance.At the same time,the institutional system of community governance should be improved,such as the "Internet +" model should be introduced into the process of community governance.In addition,the supporting mechanism of community governance should be improved,for example,an effective third-party supervision mechanism should be established. |
