Platform Governance: A Study On The New Trend Of Party Building Leading Grassroots Social Governanc

In contemporary China,Party-building to lead grassroots social governance has profound theoretical logic,historical logic and practical logic.Since the 18 th CPC National Congress,China’s grassroots social governance system has become more mature.The Fifth Plenary Session of the 19 th CPC Central Committee demanded that,the level of social governance,especially grassroots governance,should has been improved significantly during the 14 th Five-Year Plan period.At present,on the premise of the Party’s overall leadership strengthening,the strategy of Party-building leading grassroots social governance should promote the "re-organization" of the Party at the grassroots level,strive to promote the center of governance’s gravity down and governance’s resource sink,strive to improve the Party cadres’ government ability,strive to guide various forces,including market forces and social forces,to participate in grassroots social governance.We will strive to improve the urban and rural grassroots governance system under the leadership of Party,which combines autonomy,the rule of law and the rule of virtue.And,we should actively introduce network information and other technologies to support grassroots social governance.This is a complex process of system adjustment,which is reflected in the convergence of multiple interests,multiple values,multiple resources and multiple actors in grassroots society,and the mechanism of grassroots social governance has been reconstructing.In recent years,taking the wide application of information technology represented by digital interconnection technology as an opportunity,Party committees and governments across the country have vigorously promoted the construction of various grassroots service management platforms,thus promoting the gradual trend of platformized of grassroots social governance in China,ensure order and vitality at the grassroots social.The platformized governance is the objective outcome of the long-term adjustment of order and vitality of grassroots society in China,the inevitable choice of the Party to balance the tension between order and vitality under the background of "re-organization" of grassroots society,and the new opportunity of grassroots social governance in the information age.As the new trend of changes in grassroots social governance,the platformized governance itself has great practical space and research value.However,compared with the rich practice experience,the academic circle lacks the corresponding theoretical refinement in theory.This paper intends to break the current situation of theory lagging behind practice,and make a special study on how platformized governance overcomes the tension between order and vitality of grassroots society,whether platformized governance can be integrated with the basic trend of grassroots social governance led by Party building,and how to realize the integration.The paper is divided into three parts: introduction,text and conclusion.The introduction part firstly puts forward the problem oriented of this paper,secondly sorts out the relevant research status of the academic circle,then introduces the research ideas and methods of this paper,and finally introduces the research innovation and shortcomings of this paper.The text is divided into five chapters,which are:The first chapter discusses the basic issues of the grassroots social platformized governance.The first is to differentiate the concepts of platform,grassroots social governance platform and platformized governance.The second is analyze and summarize the basic characteristics and practice types of grassroots social governance platform based on grassroots practice and innovation experience.The third is to explain the logical relationship between the Party leadership and grassroots social platformized governance.The fourth is briefly comb the basic theories related to the grassroots social platformized governance,which mainly focusing on grassroots democracy and public space theory,information society and technology governance theory.The second chapter examines the historical experience of the CPC leading the changes of the grassroots society through the Party building,especially grassroots Party building from the perspective of organization.During the Period of the New Democratic revolution,the Party organized the grassroots society under the Partial ruling environment,and gained basic experience in organizing society and mobilizing the masses.After the founding of The People’s Republic of China,the Party continues to use the method of "organizing",which relying on basic systems such as the system of units,community street office and people’s communes.It has shaped a highly organized grassroots social pattern and laid a stable social structure and institutional foundation for socialist construction.However,there are also many practical governance problems in this social pattern where "the Party,the state and the society" almost overlap through the hierarchical organization of the Party,such as the path dependence of the movement governance,and too much order but not enough energy because of the excessive organization of grassroots society.The third chapter discusses the logical relationship between the emergence of grassroots social governance platform and the "re-organization" of grassroots society under the background of reform and opening up.First of all,the paper briefly combs the process of "disorganization" of grassroots society and the governance problems exposed after the reform and opening up,especially the crux of the vitality burst out and order gradually disordered of grassroots society.Secondly,the paper examines the practical limits of the urban and rural grassroots mass self-government system and argues that the realization of grassroots autonomy needs the support of more systematic institution environment.Thirdly,after entering the new century,the grassroots society has gradually turned to "re-organization",this paper combs out the continuous adjustment of the grassroots social governance system and mechanism and a series of practical measures of grassroots social organization reconstruction.Finally,the paper briefly discusses the potential of platformized governance to balance the tension between the order and vitality of grassroots society.The fourth chapter discusses the structural transformation of grassroots social platformized governance based on the grassroots practice innovation case from the macro level.On the one hand,theoretically speaking,from platform to platformized governance,it is necessary to change governance thinking and promote the integration of platformization and re-organization,so as to realize the all-round transformation from thought to action.On the other hand,from the perspective of grassroots practice and innovation,the structural adjustment oriented to grassroots social platformized governance needs to reform the Party’s leadership system and working mechanism,and establish and improve the grassroots social platformized governance system with the Party organization as the core.The fifth chapter discusses the new mechanism and carrier of grassroots social platformized governance based on the grassroots practice innovation case from the micro level.By combining the practice and innovation cases of grassroots,this paper deeply investigates how grassroots take platforms as the carrier to innovate governance mechanism and solve governance problems of "last kilometer" of grassroots society,and summarizes the common experience and rules of grassroots society in the practice of platformized governance.Finally,based on the research of the full text,it systematically expounds the problems of promoting the construction and supervision of grassroots social governance platform in the future.In the conclusion,reiterated that the platformized management is a governance mode that to ensure under the premise of the grassroots organizations of the Party in rural and urban communities comprehensively lead all organizations and work subordinate to their own villages and communities in the new era,to prevent the Party’s overall leadership is equal to the Party’s overall management,ensure the unity of order and vitality at the grassroots society from the level of scientific mechanism.Platformized governance has great theoretical and practical significance in contemporary China.
