| The report of the 20 th National Congress of the Communist Party of China highlighted the need to improve the grass-roots governance platform supported by grid management,refined services and informatization.To strengthen the construction of community governance system,the guidance of party building is an important link.We should weave a network of grassroots governance,solidly promote the construction of the party building grid,adhere to making the grid solid,service good,work fine,and promote the deep integration of all forces,so as to respond to the people’s expectations in a timely manner,resolve conflicts and problems at the grass-roots level,and further improve the efficiency of social governance.In the process of Chinese path to modernization,urban community governance is a crucial issue.Under the background of accelerating the process of grass-roots democracy construction in China,communities play a more important role in the field of urban governance.Under the new situation of vigorously promoting urban grid governance,grass-roots party organizations should give full play to the advantages of political and organizational leadership,actively explore and adapt to new forms of setting and working methods,promote the sinking of urban management,constantly integrate multiple interests,improve the level and ability of social services,realize the refinement and intelligence of urban governance,better meet the needs of citizens,and promote the construction of social governance pattern.At this stage,around the goal of building a new pattern of social governance,various regions have carried out different explorations of grid governance according to the actual situation,and some case results with various forms and characteristics have emerged.Starting from the specific practice of Shimen Second Road Street in Jing’an District,this paper expounds the background course of grid party building in the street from 2018 to now,analyzes and discusses the practices and models of "Neighborhood Stone Second" party building characteristics,systematically combs,summarizes and refines successful experience,and continues to strengthen the guidance of party building,establish corresponding operating mechanisms,and further sink resources by consolidating the "1+5+X" grid party building model Strengthen the coordination and linkage of various parties and other measures to promote the implementation of the grid party building work,deeply explore its internal value and basic laws,and try to explore the replicable and promotable grid party building path and paradigm.At the same time,we should pay attention to the shortcomings and possible difficulties in the implementation process,such as the limited capacity of the street,the weak initiative of the department,and the small scope of the role.Following the overall logic of the integration and mutual promotion of party organization construction and social governance,this paper proposes to explore the governance model according to local conditions,further strengthen the service management function,strengthen the construction of grass-roots grid members,and give full play to the role of urban community autonomy in four aspects of innovative grid party construction and governance model in the new era. |
