Community Governance Of "Setting Up Party Branch In Communities" In Street B,District A Model Research

As urbanization goes on at a faster pace,residential demands for life are increasingly diversified.As an important place where people live and work,the composition of community residents is becoming more and more complicated.The current traditional community governance model is no longer able to solve the emerging contradictions and difficulties of community governance in China.The Party is the foundation and bridge of the grassroots society,and its role in social development is irreplaceable.Party building is an important part of community governance and plays a vital role in the process of community governance.Community governance in China has also been innovating and developing continuously,and the role of primary Party organizations in participating in community governance has gradually become obvious.But from the current situation,there is still much room for improvement for primary Party organizations to play their role in leading urban community governance.It is essential to change the traditional community governance model to enable community Party building to play a leading role,which will heighten the level of Party building’s participation in community governance,turning the Party’s leading core and organizational advantages into advantages in improving service and governance effectiveness,so as to realize the innovation of the Party building as the core and diversified participation in the community governance model.The study on the function and promotion path of leading community governance by Party building can give full play to the organizational advantages of the CPC,continuously improve the construction of primary Party organizations,and demonstrate its purpose of serving the people.This paper takes the leading community governance by the Party building in Street B,District A as the research object and theme,and mainly uses the theory of Collaborative Governance,Delicacy Management,and research results at home and abroad to conduct an analysis and overview.Based on the actual situation of community governance led by Party building in street B of district A,an analysis is made on the background motivation,organizational foundation,service system,special practices,and results of the governance model of "setting up Party branches in communities" in Street B,District A of China,and a study on the urban community governance of "setting up Party branches in communities" in Street B,District A is conducted in conjunction with a visiting survey.It is found that there are still many shortcomings.Therefore,corresponding analyses are made for the problems exposed in the community governance of "setting up Party branches in communities",such as Party branch construction,insufficient linkage of multiple subjects,low participation awareness of residents,and unprofessional service teams,so as to propose specific solutions and analyses.Through the research,the thesis is concluded as follows: First,urban community governance is an urgent task.However,with regard to the continuous acceleration of urbanization,primary Party organizations building also faces many problems of coarse generalization in the process of leading community governance,and the community governance effectiveness of primary Party organizations building has not been fully performed,resulting in the lack of some governance functions.Second,the governance model of "setting up Party branches in communities" in Street B,District A shows that the core role of leadership of Party branches in community governance still fails to meet expectations and fails to play a leading role in community governance;meanwhile,the community governance strength of primary Party organizations building is still weak,with problems such as insufficient linkage of multiple subjects,weak sense of participation of residents,and unprofessional service teams.Third,the optimization of the community governance model of "setting up Party branches in communities" can be explored from four aspects: 1)optimizing the construction of Party branches to enhance the organizational system,position construction,institutional system and financial guarantee;2)improving the construction of cadres to improve the overall operation of primary Party organizations building in community governance from the aspects of strengthening the team and evaluating incentives;3)Enhancing the effectiveness of multi-coordination to build a joint construction,co-governance and sharing system;4)optimizing professional service teams to improve the professional ability of community governance through optimizing community grid members,party member serving as residency administrator,volunteers,etc.;5)cultivating residents’ sense of ownership,innovative incentives and broadening channels for participation,so as to continuously increase the participation rate of community activities and stimulate governance vitality.
