A Study On The Ability Construction Of The Party Organizations In Grass-roots Communities

At present,the domestic and international situation is complex and changeable,which poses new requirements and challenges to the Chinese Communist Party’s ability to govern.In order to further improve the party’s leadership and governance capabilities,and to ensure that the party will always be the strong leadership core of the cause of socialism with Chinese characteristics,the Party Central Committee with Comrade Xi Jinping at the core,proceeding from the future and destiny of the party and the country,regards party building as a new issue.The great project continues to advance in depth.Grassroots communities are the nerve endings of the city,and the party organizations in grassroots communities are the foundation of the party’s governance at the grassroots level and the core of leadership for the construction of urban grassroots communities.Strengthening the capacity building of party organizations in grassroots communities is an important part of party building,and studying the capacity building of party organizations in grassroots communities has important theoretical and practical significance.As an important content of party building,there are many studies on party building in grassroots communities,including conceptual features,content systems,practical experience,development trends,etc.However,there are relatively few studies on the capacity building of party organizations,and the existing studies mainly focus on the party building in grassroots communities to lead social governance.There are few systematic and comprehensive studies on the capacity building of party organizations in grassroots communities.Based on Marxist related theories,the paper analyzes the connotation of the construction of party organization capacity in grassroots communities,and divides the construction of party organization capacity in grassroots communities into five types of abilities: political ability,organizational ability,ideological leading ability,serving the masses ability,and social governance ability.Construct a framework system for the capacity building of party organizations in grassroots communities.On the basis of reviewing and summarizing the important expositions of classic Marxist writers and leaders of the Communist Party of China on the capacity building of primary-level party organizations,in-depth analysis and discussion of the current achievements,existing problems and deep-seated reasons of the capacity building of party organizations in grassroots communities in our country.Taking the capacity building of community party organizations in Chiling Road,Changsha City,Hunan Province as an example,analyze the specific practices of current community party organizations in political leadership,party branch building,party member education and management supervision,ideological guidance,service to the masses,and social governance,and sort out the specific practices The experience and enlightenment of the party’s organization capacity building and the problems and challenges it faces.The experience and enlightenment of its party organization capacity building and the realistic dilemma it faces.On the basis of the above theoretical research and practical analysis,the paper finally puts forward countermeasures and suggestions to improve the capacity building of party organizations in grassroots communities: the first is to consolidate and strengthen the party’s leadership,and to speak politics with a clear-cut stand;the second is to adhere to the principle of the party’s management of cadres and give play to the exemplary vanguard role of party members;the third is to implement the ideological work responsibility system and grasp the ideological initiative;the fourth is to adhere to the people-centered approach to improve the people’s sense of happiness and security;the fifth is to lead urban community governance through party building and improve the scientific and precise level of social governance.
