A Practical Study On The Governance Of Grassroots Old Communities Led By Party Construction

With the rapid development of urbanization,new modern communities have emerged in succession.In contrast,many social problems such as the dilapidated appearance of the large old communities,the aging population,the chaotic governance structure,and the lack of public spirit have begun to emerge.The governance of the old communities has become a prominent difficulty in the grass-roots social governance.Community governance is not only an important part of social governance,but also a solid foundation of national governance,and a basic link of the modernization of national governance.With the gradual decline of the traditional governance model in the old community governance field,the current demand for diversity of community governance is also increasingly difficult to meet,and a leading force is urgently needed to lead the diverse subjects to meet these challenges.The report of the Twentieth National Congress of the Communist Party of China(CPC)pointed out that "we should strengthen the work of party building in urban communities,promote the primary-level governance led by party building,continue to rectify weak and lax primary-level party organizations,and build primary-level party organizations into a strong battleground for effectively realizing the leadership of the Party." It can be seen that "party building leadership" is such a leading force,and it is an innovative move of the CPC Central Committee to strengthen and promote community governance.It has important research significance for strengthening grass-roots community governance.Based on the dual background of the urgent need to transform,improve and strengthen the leading role of party building in the old community,this paper,on the basis of clarifying the theory of collaborative governance and the theory of party function,takes the old community as the research object,and uses the case of X community in Gaoping City to carry out empirical research.In terms of research ideas,this paper follows the basic logic of "background research-current situation description-problem analysis-cause analysis-countermeasure proposal",uses the methods of literature analysis,field interviews and case studies,after in-depth explanation of the research background and relevant theories,to explore the development stage,specific practices and practical results of the old community X in Gaoping City in the process of community governance led by the Party building,On this basis,the paper further analyzes the practical obstacles and causes in the process of leading the governance of X community by the party building in Gaoping City,and then puts forward optimization countermeasures.The study found that in the practice of leading the governance of the old community by the party building in the X community of Gaoping City,some achievements have been made in the aspects of environmental transformation,governance structure improvement,and the strengthening of residents’ sense of identity,but there are still weak participation difficulties,coordination difficulties,supply and demand difficulties and resource difficulties.The main reasons for the above problems are that the ideological understanding is not in place,the coordination mechanism is not sound,the service efficiency is not high enough,and the resource coordination ability is low.On this basis,the paper puts forward the optimization countermeasures of Party building leading community governance: Party building leading consensus,Party building leading subject coordination,Party building leading service improvement,Party building leading resource link,with a view to strengthening the Party building leading and stimulating the new vitality of old community governance through the above measures.
