Research On The Problems And Countermeasures Of Community Correction For Rural Minors In F County,Sichuan Province

In 2019,China promulgated the Community Correction Law of the People’s Republic of China,providing a special chapter for community correction for minors,which means that the management of community correction for minors has haven a legal basis.How to give full play to the unique advantages of community correction and rehabilitation of minors in the less economically developed rural areas has become an important research in the field of community correction.Therefore,in this thesis,the community correction of minors in F county is selected as an example for the study of related issues.This thesis focuses on the current situation of community correction management of rural minors in F county,analyzes the problems and reasons in its management,discusses the long-term development direction of community correction for rural minors in F county in the terms of departmental collaboration,team building and social participation,which have strong theoretical and practical significance.This thesis firstly conducts a literature review on community correction for minors.By reviewing relevant literature,theoretical research results and successful practical experiences on community correction for minors at home and abroad are collected and summarized,and core concepts such as community correction and rural community are defined.Secondly,literature analysis,questionnaire survey and interview method are used to conduct an empirical research on the status quo of community correction for minors in F county.Questionnaires are distributed to the general public and minors in rural areas,and one-on-one interviews are conducted with the rural minor community correction objects,county community correction administration and the staff of the grassroots judicial institute to further grasp the current situation of community correction management of rural minor in F county.Thirdly,on the basis of the above research,combined with the new public service theory,collaborative governance theory and social support theory,the existing problems and causes of community correction for rural minors in F County are analyzed.Finally,by drawing on advanced experiences at home and abroad,feasible countermeasures and suggestions are proposed from three aspects: playing a synergistic role,improving the allocation of corrective materials and creating an atmosphere of social and family participation for community correction for rural minors.Through the study of community corrections for rural minors in F County,the following three conclusions can be drawn: First,based on the research of new public service theory,the community corrections for minors should be centered on the pursuit of public interest to achieve the optimization of its public resource allocation.Second,based on the study of collaborative governance theory,the working mechanism should be improved by strengthening the cooperation between related government departments,such as the Public Security Bureau,the Procuratorate and the People’s Court,which greatly promotes the scientific and standardized management of community correction for minors.Third,through the concept of social support,minors delinquency can be actively prevented through expanding the participation of all sectors of society and providing multi-channel assistance and help.As the community correction system continues to spread in rural areas,the research conclusions of this thesis will provide useful reference for the implementation of community correction for rural minors in other areas.
