Research On The Management Of Grass-roots Community Correction From The Perspective Of Collaborative Governance

Community correction is the execution means corresponding to imprisonment punishment,which can correct the wrong behavior of community correction objects,repair their normal family relations and social relations,regain their sense of responsibility and self-esteem,and enable them to return to social groups normally It can also improve the legal awareness and social responsibility of community residents,prevent the occurrence of major crimes and promote the long-term stability of cities.The smooth development of community correction management needs the coordination and co-governance between judicial organs and judicial administrative organs under the leadership of the government,and the active participation of social organizations,social workers and other multiple forces.Doing a good job in community correction management is conducive to social harmony and national security.Under the background of the implementation of the Community Correction Law of the People’s Republic of China,this thesis takes the community correction management in Q Banner as the research object,mainly takes the social support network theory,the new public service theory and the collaborative governance theory as the theoretical basis,and introduces the current situation of each subject participating in the community correction management in Q Banner from the perspective of collaborative governance by means of interview,literature analysis and case analysis Although Q Banner.Community Correction Management has achieved certain results,there are still imperfect community correction collaborative information system construction,weak government participation in community correction management,and inadequate social participation in community correction management,which makes the current practice of community correction management in Q Banner unable to keep up with the theoretical requirements.Through analysis and research,it is found that these problems are caused by the lack of community correction big data platform that can be linked by multiple departments.The relationship between government subjects participating in community correction collaborative governance has not been straightened out,and the social subjects themselves have shortcomings and lack of benign guidance.Finally,it puts forward a new path of Q flag community correction management,such as building a big data platform for community correction collaborative governance,establishing a multi-subject collaborative governance system for community correction,and promoting social subject forces to participate in community correction management.Through the study of Q Banner Community Correction Management from the perspective of collaborative governance,this thesis tries to form a practice field of community correction management at the grass-roots level,which is supported by law,led by government and coordinated by relevant forces with judicial administrative organs.I hope it can play a positive role in the management of community correction at the grass-roots level in China.
