A Research On Collaborative Governance Mechanism Of Community Correction Centered On Government

With the continuous development of community correction system and improvement of community correction of managers from society more and more attention,the proper use of community correction for social governance,not only can reduce the government administrative costs,appropriate use of social resources to save administrative resources,but also for maintaining social order and achieve the smooth development of the society is of great significance.Collaborative governance theory,meanwhile,has been widely used in dealing with social public,the diversity of its emphasis on addressing the problem of social participation in governance,specific to the practice of community correction,the judicial administrative organ between social forces and how to deal with the differences in interests,the resources,status,establish the balance between the two relations become the important subject of the judicial administrative organ must face.In this paper,literature analysis,field research and semi-structured interview are used to study and analyze the collaborative governance mechanism in the community correction work in Longhu District,Shantou city,using the collaborative governance theory and SFIC model.Through to the judicial administrative organs(including Longhu district justice and judicial offices)and social forces in community correction management assume their respective functions and in the process of resource,the role of analysis,found in the long-term practice of community correction,Shantou Longhu district gradually formed the government as the main body in the center,the social forces as the main body in the auxiliary of collaborative governance mechanism of community correction.Borrow SFIC model of judicial administrative organs and social forces carried out in cooperation with the process of analysis,we found that in Shantou city Longhu district there are many problems in the process of collaborative governance of community correction,the cause of these problems more or less with the judicial administrative organs associated with social forces the disparity between the relationship,this led to the cooperative governance mechanism to promote community correction,cannot achieve in-depth cooperation between the governance body.In Shantou city Longhu district governance problems in the process of community correction,this paper puts forward the optimization and improvement countermeasures and Suggestions: Firstly,through the clear judicial administrative organs and social forces to their respective position and responsibility division,provides the policy environment in order to improve the social power of autonomy and flexibility,widely absorbs the social professionals,build up the framework of social forces to participate in community correction work;Secondly,by giving play to the governance advantages of judicial administrative organs and social forces and improving the trust mechanism between them,the operation mechanism of community correction collaborative governance is constantly improved.Thirdly,by improving the decision-making level of the government to guarantee the right of social forces to participate in and improve the market access and other relevant provisions for social forces to participate in community correction collaborative governance to create a good political environment;Fourthly,do a good job in the financial budget of community correction funds,improve the efficiency of the operation of community correction funds to strengthen the funding guarantee of community correction collaborative governance;Fifthly,the department linkage collaborative governance model should be improved by unblocking multi-department information sharing channels and making full use of community correction bases.Sixthly,we should establish the reward,assessment and supervision mechanism of multiple participation to improve the cooperative governance and supervision mechanism of community correction.
