Research On Problems And Countermeasures Of Community Correction In H District Of Y City

Since its introduction into China,community correction has become an important component of deepening China’s judicial system reform and an important link in the modernization of social governance after years of practical exploration.The "Community Correction Law of the People’s Republic of China" issued in 2020 stipulates that community correction work is led by the public sector,and is specifically implemented by the judicial administration department.In essence,it belongs to the scope of public management.Throughout the domestic and foreign research on community correction mainly focuses on the fields of law,sociology,and so on.The research on community correction from the perspective of public management is still slightly weak.Community correction is a comprehensive,systematic,and professional project.It is not feasible to rely solely on a single government department,and it also requires coordinated governance by other social forces.However,up to now,there are still many problems in the development of community correction,which are not conducive to the participation of multiple subjects in co governance,and even less conducive to the transformation of government functions.In view of this,this article,from the perspective of public management,being based on educational penalty theory,new public management theory,and collaborative governance theory,uses literature analysis,survey analysis,and comparative analysis methods,with the help of first-hand survey data,to conduct a systematic study of community correction issues in H District,Y City.The study is found that in the process of community correction in H District of Y City,there were problems such as "emphasizing supervision over assistance",insufficient professionalism and mobility of staff in the work team,difficulty in collaborative management of work entities,and weak social participation.The reasons were analyzed from such aspects as inadequate implementation systems for correction,low entry thresholds for personnel,inadequate security,poor connectivity between government entities,and no change in social governance concepts,Through learning from the experience of other domestic community correction models,targeted countermeasures and suggestions are proposed to improve evaluation system of community correction work,complement and strengthen the community correction work team,strengthen the connection and cooperation between work subjects,and expand the participation of social forces,in order to promote the development of community correction working better in H District,Y City.
