In 2020,some public emergencies were discussed hotly among the netizens.Such as "The event of a Guangzhou asthmatic girl spat blood" and "The event of Anshun bus crashed into the lake".These public emergencies will be misunderstood under the network environment,which will cause a series of false rumors.At the same time,some lawbreakers will control the network public opinion and take the opportunity to hype it.There is no doubt that it will lead to a negative impact on our society.Not only it will cause a panic among the public,but also lead to the social instability.Firstly,this thesis makes a profound analysis of two representative events.Then,it combines theory with practice and analyses the problems of local government’s public opinion management.The problems can be divided into the following aspects:the local governments don’t manage the network public opinion timely;the local governments don’t supervise We Media sufficiently;the response of government public opinion managers isn’t proper;the effect of local governments’ guidance in network public opinion is not significant.Through analysing the four problems,the reasons can be summarized into four aspects:the local governments’ mechanism of emergency management is not appropriate;the relevant laws and regulations of the local governments are not perfect;the professional quality of the public opinion managers needs to be improved;the local governments don’t pay enough attention to network agenda setting.Through analysing the above problems and reasons,this thesis puts forward some targeted and feasible countermeasures.These countermeasures can ensure a good communication order,safeguard citizens’ lawful rights,maintain a good image of local governments and maintain the social stability.
