| In recent years,with the rapid change of social environment in China,emergencies occur frequently in various fields.Because of their own importance and topic,emergencies will spread quickly once they occur.In particular,due to the popularization of modern information technology and the continuous improvement of civic awareness,there are more channels for information communication,and as people get rid of "identity weakness" with the help of the internet,the desire to speak up has become stronger.After an emergency occurs,out of concern for their immediate interests or interest in finding the truth,people are willing to spread the incident and express their attitudes through convenient network communication methods,so that an emergency that happened in one place will soon become a well-known hot event.In the internet environment,the spontaneous communication of the public and the joint participation of the government,the media,social institutions and network opinion leaders make it easy to produce network public opinion after an emergency occurs.The diversity of communication subjects,the three-dimensional communication channels and the diversity of communication content determine that network public opinion of emergencies is more complex than the general network public opinion.From many examples in the past,network public opinion caused by emergencies will have a certain impact on the normal social order and cyberspace,whether the government can respond to the public concern and deal with the online and offline matters at the first time is not only related to the vital interests of the public,but also reflects the ability and level of government’s governance.If the network public opinion of an emergency is properly managed,it can promote the successful solution of the incident,stabilize the social mood and improve the credibility of the government;If not,it will affect the development trend of the event,arouse public dissatisfaction,and even cause the occurrence of secondary public opinion and offline group events.Therefore,how to effectively deal with network public opinion of emergencies,better improve the ability and level of government’s governance,has not only become a new task for local governments at all levels in the new era,but also a hot spot in academic circles.Based on the above research background,this article selects Food Safety Incident in Chengdu No.7 High School Development School as a case to study the whole process of local government’s governance of network public opinion.The reason for choosing this case is that the incident has received high attention and has a wide range of influence.It has experienced online exposure,offline mass incidents,secondary public opinion,proliferation of internet rumors,public opinion "reversal",and public opinion calming down,which almost covers all the characteristics and stages of network public opinion of emergencies.The study of this case has certain reference significance for other governments to manage network public opinion of emergencies.Based on the life cycle theory,agenda setting theory and collaborative governance theory,this paper uses the methods of literature research,case analysis and content analysis to sort out and summarize the evolution stage,communication characteristics and government’s governance process of internet public opinion.It is found that there are many problems in local government’s governance of internet public opinion of the emergency,Such as slow response to network public opinion,untimely and incomplete information responses,outdated means and single methods of governance,and disconnection between the event and public opinion handling.The reasons include not only the factors of ideological concept and ability level,such as the backward response concept and ideology of public opinion,the lack of understanding of network public opinion under we-media,but also the factors of technology and system,such as the imperfect network public opinion governance system,and the difficulty of monitoring network public opinion in emergencies.Therefore,this paper puts forward some countermeasures and suggestions,such as cultivating a scientific concept of network public opinion governance,constructing a sound response and disposal mechanism of network public opinion,adhering to the combination of legal governance and humanistic care,and optimizing the multi-agent collaborative governance system,so as to provide decision-making reference for governments to effectively manage network public opinion of emergencies in the future.Network public opinion of emergencies is a research topic that keeps pace with the times.With the development of the times,scholars at home and abroad are constantly expanding and deepening their research on it.On the basis of learning previous research results,this paper takes typical public opinion events as the entry point to study this topic,trying to enrich the research content. |
