| With the concept of "modernizing the governance system and governance capacity" of the state,the impact of urban and rural community governance on the national governance system has become increasingly significant.To this end,strengthening the governance of urban and rural communities,improving the governance system of urban and rural communities,and promoting the modernization of urban and rural community governance capacity are of decisive practical significance for further improving the national governance system and promoting the modernization of governance capacity.With the rapid advancement of urbanization,the grassroots management system such as communities is also in the corresponding reform,various social groups have gathered in the community,the community has gradually become the intersection of various interest subjects,the concentration point of various social organizations and resident units,the undertaking point of social resources and the focus of the party’s work at the grassroots level,it is urgent for community grassroots party organizations to lead and guide all kinds of governance subjects in their jurisdictions to participate in community governance through core guidance,and strive to improve community governance capabilities and effectiveness.Continuously improve the happiness and sense of achievement of the masses.By summarizing Wutongqiao District of Leshan City as the second batch of urban and rural community governance pilot areas(cities and counties)in Sichuan Province,this paper selects Zhugen Town and four communities under its jurisdiction as pilot objects,focuses on the difficult problems in urban and rural community governance,such as imperfect governance system,unreasonable resource allocation,and indirect service to the masses,and explores the implementation of the "five-community linkage" urban and rural community governance model with community as the platform,social organizations as the carrier,social workers as the support,community volunteers as the auxiliary,and social charity resources as the supplement.Give full play to the core role of party building,carry out community construction from the joint participation of grassroots party organizations,autonomous organizations,social forces and community residents,take valuable measures,sink resources,services,and management to the grassroots level,make useful practices in improving the community governance system,promoting pluralistic co-governance,and fully mobilizing residents’ strength,extensively condense social resources to participate in community governance,comprehensively improve the ability and level of urban and rural grassroots governance,and finally achieve good governance in the community.At the same time,by extracting its experience,a reference governance model led by party building is explored,in order to provide a model for other regions to explore and solve similar problems faced in community governance,and provide a practical model for the governance of similar urban and rural communities in Sichuan Province and even other cities in China.After the case analysis,the experience and enlightenment of urban and rural community governance to achieve co-construction,co-governance and sharing were summarized: First,take party building as the core to ensure that the core role of party organization leadership and the demonstration and leading role of party members play a role,and give full play to the role of government guidance and support on this basis.The second is to take diversified participation as the key,attract multiple subjects in society,build a pluralistic governance system,improve the guarantee of pluralistic governance system,and ensure the effectiveness of pluralistic participation.The third is to take co-governance and sharing as the foundation,pay attention to the effective integration of community resources,promote mutual benefit and sustainable development,and promote public participation in community governance with the goal of public satisfaction. |
