Research On The Model Of "Five Communities' Linkage" In Urban Community Governance

With the rapid improvement of modern national economy,people's living standards are also improving.Social governance has become the focus of academic and public attention,among which community governance is particularly important.In the process of social governance,the government should not be the only driving force of "governance",but should gather multiple forces to form a joint force.In this paper,the "five social linkage" model is an attempt to diversify the governance subjects.Based on the practice of five community linkage" in Q community of Hefei,this paper analyzes the practical situation and difficulties of "five community linkage"mechanism in Q community,refines the problems in the linkage mechanism,and puts forward the optimization strategy for the development of five community linkage" in view of these problems,so as to transform the five community linkage" model from local exploration into a popularized grass-roots social governance model,and expand the "five community linkage" model "The scope of application of the model can effectively improve the awareness and ability of the community participants.Specifically,this study covers four parts,the first part mainly describes the research background and significance,and reviews the literature research on community governance,from "three social linkage" to "five social linkage".The second part describes the traditional governance mode of Q community and its existing problems.The third part analyzes the embeddedness and operation mechanism of Q community five community linkage" model in Hefei.The last part puts forward the following solutions to the problems:the role of government and community neighborhood committee is still unclear,the knowledge and cultural literacy of community residents is not high,the cultivation and development of community social organizations is slow,and the service scope and professional level of community social workers are limited:first,the party construction leads,and the ideological position is firmly held.We will standardize government power and improve relevant laws and regulations.The residents and stations shall be set up separately to improve the level of autonomy of the residents' committee.Second,to create culture,broaden the channels for residents to participate in community affairs,and mobilize the enthusiasm of residents to participate.Third,pay attention to linkage and deepen the cooperation mechanism of multiple subjects.Fourth,strengthen supervision and improve the governance evaluation system of the "five social linkage" model.
