Social Work Participates In “multi-party Linkage” Urban Community Governance Research

Urban community is relative independent social unit made up by people who have a sense of belongings and specific life styles in a certain area.After the founding of the People's Republic of China,the Party and the Government have constructed the urban management system which is mainly based on "unit system",and supplemented by "Street unit system",until 1990 s "Community system" of urban governance model was fully implemented.But with the accelerated process of urbanization,mass rural populations and people from other places immigrate into cities,and the service of urban community residents requires more elaborate and further diversified,so it seems harder and harder to adapt to the new requirements of urban development by relying on the executive power to manage "Community system",and it's very urgent to put social work into the urban community governance effectively.This research is based on the social work subject,guided by urban ecological system theory and social support theory,taken community social workers for practice assist subjects,during the systematic analysis on the process status and dilemma of China's urban community governance development,takes the community governance mode “Multi-Lateral Cooperation”of Liulian Community in Shenzhen Pingshan for center--relying on arousing powers of all social parties by social work to take part in community governance and plot governance together and bring all initiatives of social bodies,such as social workers,Community Work Station,Owners Committee,community property,and community social organization or volunteers,and caring business into full play,then analyzes the significance and value of social work in the urban community governance and put forward solutions and suggestions of effective participation of social work in community governance.This research is divided into five parts.The first part analyzes the background and relative achievements at home and overseas,clarifies that the core theoretical basis for the study is the ecosystem theory and social support theory,besides research ideas and methods and the innovations of the study were introduced.The second part sums up the evolution of China's urban community management system,introduces and analyzes typical modes and practical dilemma of China's urban Community governance,diagnosed the merits of the participation of social work into urban Community governance respectively from the aspects of the advantages of social work theory,guidance advantage of social work values,and intervention advantage of social work professional method and the role played advantage of social workers,therefore make a full analysis on advantages of the participation of social work in urban Community governance.The third part takes the plot governance model “Multi-Lateral Cooperation”in Liulian Community in Shenzhen Pingshan as the core case,analyzes the necessity and inevitability of the participation of social work in urban community governance from the perspectives of operational mechanism,service effectiveness,function value and practical implications.Part four puts forward the specific solution of the participation of social work into urban community governance from the aspects of construction of social work professionals,the cultivation of community identity and sense of belonging,the establishment of equal partnership,the promotion of community education and the improvement of social organizations.Part five is the summary and generalization of the full context.
