A Study On Security Management Of Residential Elevator Of Jinzhou

With the accelerated process of urbanization in China,especially the rise of urban high-rise dwelling,the elevator has become an indispensable vertical transport in people's lives.However,with the increasing number of elevator,especially the continuing growth of old-used elevator over 15 years,safety problem of residential elevator often occurs and the accidents of residential elevator happen repeatedly.And the current management approach to residential elevator cannot be required by residents.Therefore,it is an emergent problem for government to study how to improve the management's mode and how to improve the safety level of residential elevators.The author's research is based on Safety Management Status of Residential Elevator in Jinzhou.In this research,in order to clarify the residential units of the elevator rights and responsibilities of the boundaries,the author studies some institutions,including residential elevator use units,elevator maintenance company,elevator inspection organization,elevator inspection organization,special equipment safety supervision organization.In the end,it is drawn a conclusion that the residential units' responsibility of using the elevator is unclear,the harsh competition's elevator maintenance market,the elevator inspection administrative monopoly,the effectiveness of monitoring agencies is not high,the lack of information management platform for the problem.During the experiment,the literature research,research and comparative research methods are be applied.At the same time,the author combines the advanced management experience for elevators in flats from foreign countries with the related working practice at home.The author promotes that the community autonomy function should be developed reasonably and guided orderly and the main responsible units should be excited for residential elevator use safety.Therefore,the author further analyzes the reasons of the relevant units of the absence,offside,dislocation from the legal and regulatory basis,the standard technical specifications,the boundaries of power and responsibility,the sense of responsibility for safety,elevator maintenance funds and other aspects of the residential elevator.In addition,in order to improve the administrative efficiency of supervision institutions to strengthen the cooperation of the relevant units of residential elevator safety management of the new model,the author introduces the residential elevator liability insurance system,to standardize the maintenance of the elevator peacekeeping maintenance behavior,the elevator industry associations to play the role of self-discipline,to break the administrative monopoly of the elevator inspection market.At last,it is hoped that it can provide some references for ensuring the safe and stable operation of residential elevators and improving the improvement of safety management of residential elevators in Jinzhou.
