Adding elevators to old buildings is an important project of urban reconstruction,an important measure taken by the government to improve people’s livelihood and enhance residents’ happiness,and an important prerequisite for the perfection of the national pension system.The existing old residential buildings in urban areas generally lack complete public facilities,and the old residential areas below 10 floors are rarely equipped with elevators.The proportion of old residents is high,and the problem of travel difficulties is becoming increasingly serious.In order to solve this problem,the 2018 and 2019 government work report supported and encouraged the installation of elevators in old residential areas,raised funds for installation,and opened payment channels for housing provident fund.However,considering the actual situation of installation,the number of completed installation currently accounts for a low proportion of the total number of installation conditions,and the current installation speed is difficult to meet the growing travel demands of residents.For the difficulties in the process of installation,different viewpoints have been put forward in different fields.However,there has not been a comprehensive theoretical study on the legal issues involved in the process of installation,and there is a lack of overall theoretical basis on adjacent relations,elevator ownership and voting issues.In order to explore the relevant legal issues involved in the installation of elevators in old buildings,and meet the travel needs of residents,this paper is divided into the following three parts.The first part describes the basic situation of the old building with elevators,which is divided into three aspects.One is the background of the old building with the elevator,sorting out the relevant guidance documents in recent years,showing the implications of the core of the policy.The second is to study the significance of installing elevators in old buildings,and explore the significance of installing elevators in old buildings from the three aspects of urban reconstruction,improvement of people’s livelihood and guarantee of old-age care conditions.The third is to sort out the data of the current situation of installation and display the current progress of installation.The second part seeks the problems existing in the process of installing elevators in old buildings through field research and judicial documents,excavates the legal problems that hinder the process of installing elevators,and sorts them out according to legal norms.Explore the reasons for the problems in the legal level.The third part will be part of the existence of legal issues in the theoretical and practical demonstration,put forward solutions,in addition to the sociology of law and technical norms involved in the issues summarized,suggestions.Current situation,combined with the policy of future buildings equipped with elevator activity was discussed,for which involved in the neighboring relationship problems,discussed its neighborhood with interests in equity,strive to neighborhood the interests of all parties,give attention to two or morethings do neighborhood harmony with elevator,under the condition of meet the needs of residents travel convenience,let the old building with elevators can implement as soon as possible,We will ensure the people’s wellbeing and old-age security are met.
