An extremely important element in the people’s livelihood project is the transformation of old urban neighborhoods,and at the same time its a key task in the development project,which helps the people to realize the desire for a better life,promote the economy to achieve high-quality development,expand domestic demand and benefit people’s livelihood,and accelerate the pace of urban transformation.The Guidance Opinions on Comprehensively Promoting the Transformation of Old Urban Communities was promulgated in July 2020 by the General Office of the State Council.The document makes strategic deployment around the renovation work of old neighborhoods nationwide.Faced with a huge stock of old neighbourhoods,various cities have been carrying out the transformation of old neighbourhoods one after another,but they are facing the challenge of transforming the concept from single material renewal to multiple value renewal,and the transformation mode from single government-led to focusing on the participation of multiple subjects such as enterprises and residents.It is of theoretical and practical significance to summarise the experience of old neighbourhood renovation,reflect on the problems in old neighbourhood renovation and apply the relevant theoretical knowledge in public management to explore the path of optimisation,in order to enhance the effectiveness of old neighbourhood renovation and strengthen the governance in old neighbourhood renovation.This paper takes the practice of renovation of X Community,Zhengzhou City as an example,and systematically analyzes the governance issues in the renovation of X Community,Zhengzhou City through literature analysis,case analysis and interview methods,based on polycentric governance theory and new public service theory as the core main concepts of the renovation work of old neighborhoods.We use questionnaires to comprehensively understand the current situation of the participation of multiple subjects in the renovation process,deeply grasp the actual renovation needs of residents,familiarize ourselves with strategic adjustments,clearly delineate the respective responsibilities of enterprises,government,and residents as multiple subjects,and explore the interest needs,interrelationships,and working logic existing among the three.Based on the perspective of public interest,we understand the effectiveness of the work of the responsibilities in the process of renovation of old districts,and conclude that the problems in the governance of renovation of X Community,Zhengzhou City districts exist: lack of enthusiasm of various subjects,constraints on joint actions,difficulties in reconciling residents’ opinions,and lack of long-term management mechanisms;we then analyse the reasons for the problems in terms of collaborative subjects,collaborative system design,collaborative network,and collaborative mechanisms;through the analysis of By drawing on the experiences and inspirations from the collaborative governance of old neighborhoods at home and abroad,we propose countermeasures for the transformation of old neighborhoods,specifically in four aspects: clarifying the responsibilities and positioning of each subject,strengthening the cooperation and collaboration among subjects,expanding the communication channels of collaborative governance among subjects,and improving the relevant guarantee mechanisms.
