| The rural revitalization strategy is a major strategic development by the CPC Central Committee to solve the "problems of agriculture and rural areas" and to realize the modernization of agriculture and rural areas,combined with the actual situation in China.It is the only way to achieve common prosperity through modernization and comprehensive development of rural culture,agriculture,industry,and economy.Can these policies meet the needs of rural revitalization in the three southwestern provinces?And what improvements can be made? From the perspective of policy tools,this paper takes the provincial-level rural revitalization policy texts issued by the three Southwestern provinces in 2017-2022 as the research object and uses Nvivo11 qualitative analysis software to code,categorize,classify,statistic,and analyze the policy texts,and to use policy tools to identify existing problems in the application of rural revitalization policies in the three Southwestern provinces We will try to discover them.Then,corresponding optimization suggestions will be presented.After the policy texts were coded,the rural revitalization policy texts in the three southwestern provinces were quantitatively analyzed in terms of the type of policy text,year of publication,target of publication,type distribution of policy instruments,and two-dimensional distribution of policy instrument-policy objective.(2)The results of the statistical analysis of the policy texts show that there are three problems in the rural revitalization policy texts of the three southwestern provinces: the policy system is not complete,the structure of policy instruments is not rational,and the fit between policy instruments and policy objectives is not sufficient.(3)According to the actual situation of agriculture and rural development in the three southwestern provinces and the policy texts,the rural revitalization policy texts in the three southwestern provinces suggest that they should be optimized from three aspects: completion of the policy system,strengthening of policy mobility,optimization of the structure of policy instruments,and adjustment of the degree of compatibility between policy instruments and policy objectives. |
