| Talent is the most important for Rural Revitalization.Since the report of the 19 th National Congress of the Communist Party of China clearly put forward the "implementation of Rural Revitalization Strategy" for the first time,rural talent revitalization,as a key factor of rural revitalization,has received great attention from the whole society,and the Party and the government have introduced many policies to provide guarantee.At present,China is in a critical period of consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization.In order to further promote the strategic process,meet the needs of rural development and better make up for the shortcomings of rural talents,it is urgent to consolidate and improve the existing rural talent revitalization policies,not only to give full play to the role of rural local talents,but also to create conditions for non-rural local reserve talents to display their talents here.Therefore,it is particularly important to deeply analyze China’s existing rural talent revitalization policy,clarify the policy context and areas that can be improved,and then put forward improvement suggestions.This paper studies in the context of "who promotes the policy","how to promote the policy" and "how to improve the policy".Firstly,this paper introduces the research background,significance and ideas,defines the relevant concepts and theoretical basis on the basis of literature research,and creatively chooses to place the research on rural talent revitalization from the perspective of policy tools by summarizing the existing research status and shortcomings.Secondly,through the legal database of "Peking University magic weapon" and government portals,this paper collects 119 policy texts on rural talent revitalization at the central level since the proposal of China’s Rural Revitalization Strategy on October 18,2017,and makes descriptive statistical analysis in terms of the annual number of policies,types of policy texts and policy issuing subjects.Combining with social network analysis,the paper focuses on answering the question of "who promotes the policy".Then,based on the work requirements and actual needs of rural talent revitalization,this paper creatively constructs a three-dimensional analysis framework of China’s rural talent revitalization policy,which is composed of three dimensions: policy tools,rural talent development mechanisms and participants.The research is carried out by using the methods of policy literature quantification.Based on the coding of the policy text,this paper analyzes the single dimension and the relationship between dimensions,discusses the coordination and systematicness of policy dimensions,so as to clarifies the context of "how to promote the policy".Finally,this paper draw the research conclusions and put forward "how to improve the policy".The research conclusions of this paper are as follows: First,China’s rural talent revitalization policy is jointly promoted by multiple functional departments,and the policy mainly plays a guiding role.Second,the structure of policy tools is unbalanced,with overflowing use of supply-based policy tools,moderate use of environmental policy tools,and absence of demand-based policy tools,and the internal structure of each policy tool is not reasonable enough.Third,the use of rural talent development mechanisms is too focused on cultivation,while the introduction and retention mechanisms are weakened.Fourth,the government has always been in a dominant position,while the role of non-governmental subjects is limited.Therefore,this paper proposes to form an all-round combination system of policy tools,give full play to the role of the whole process of rural talent development mechanisms and the joint force of multi participants,so as to improve the systematicness and coordination among policy dimensions and optimize the overall structural layout of China’s rural talent revitalization policy. |
