| Village governance has always been a key concern of the Party and the State.The 20 th Party Congress put forward new requirements and constructed a new vision for village governance in the new era.Grass-roots consultative democracy is an important way of village governance and an important part of implementing the whole process of people’s democracy in the new era.In the new historical period,strengthening and promoting the construction and development of grassroots consultative democracy and helping to modernize village governance is a major task and issue in the field of village governance research at present.Based on the established research perspectives of grassroots consultative democracy,this paper adopts case studies,comparative analysis and interviews based on the theory of consultative system and the ladder theory of citizen participation,and selects Village A,Village B and Village C as research objects.The effectiveness of grassroots consultative governance in the three villages varied,with village A having the better consultative governance among the three villages,village B having the second-best consultative governance,and village C having the less satisfactory consultative governance.Based on the different effectiveness of consultation in the three villages,this paper analyzes the relevant influencing factors in five aspects: consultation capacity,interest relatedness,cognitive and behavioral patterns of village cadres,grassroots government support,and innovation of rural grassroots consultation and governance.Based on the above research,this paper proposes the following suggestions to improve the effectiveness of rural consultative governance: first,to improve the consultation capacity of villages;second,to enhance the degree of interest association of consultative governance subjects;third,to regulate the cognitive and behavioral patterns of village cadres;and fourth,to strengthen the institutional supply and support of the grassroots government. |
