Research On China's Grassroots Consultative Democracy Construction From The Perspective Of Marxist Democratic Theory

Consultative democracy at the grass-roots levels is the practice foundation of China’s socialist consultative democracy and the crucial role for pushing forward the development of China’s democracy politics. It is of importance in deepening people’s understanding of socialist democracy, enriching and developing the Marxist democratic theory and upgrading the country’s governance capabilities. Because of its importance, we should strengthen the study of consultative democracy at the grass-roots levels and the relevant questions. This paper has a profound analysis of China’s consultative democracy at the grass-roots levels which is under the guidance of Marxist democratic theory. On this basis, corresponding measures are proposed for solving the problems of China’s consultative democracy at the grass-roots levels and trying to contribute to the multi-layer development of the consultative democracy system.This paper is divided into five chapters:The first chapter is introduction. This chapter analyses the meaning and purpose of the reason for writing consultative democracy at the grass-roots levels, summarizes the research status of Marxist democracy theory, consultative democracy and China’s consultative democracy at the grass-roots levels at home and aboard, and discusses this paper’s rationale, research methods and innovative points.The second chapter is the summary of Marxist democratic theory and consultative democracy. This part makes a clear and deep understanding of Marxist democratic theory and consultative democracy and finds out the dialectical relationship of Marxist democratic theory and China’s consultative democracy at the grass-roots levels. On one hand, Marxist democracy theory is the guiding ideology and pointing out the development direction of the construction of China’s consultative democracy at the grass-roots levels. On the other hand, China’s consultative democracy at the grass-roots levels’ construction has enriched and developed Marxist democracy theory and developed the forms of democratic practice with Chinese characteristics.The third chapter analyzes the current situation, problems and the causes of China’s consultative democracy at the grass-roots levels from three parts. The first part explains the current situation of China’s consultative democracy at the grass-roots levels. The second part interprets the problems of China’s consultative democracy at the grass-roots levels, such as lacking of thematic elements, inadequate of forms, imperfect system and incomplete regimen. The last part points out the reasons:a weak tradition of China’s democratic legality, lacking of the regularity of China’s consultative democracy at the grass-roots levels and the diversity of social transition.The fourth chapter proposes the methods of how to construct China’s consultative democracy at the grass-roots levels under Marxist democratic theory. On one hand, China’s consultative democracy at the grass-roots levels’ construction should follow these rules: adhering to the leadership of the party, grassroots autonomy, consultation according to laws and suiting to local conditions. On the other hand, for proposing the specific measures of constructing the consultative democracy at the grass-roots levels should strengthen the consultative democracy at the grass-roots levels’ basics, enriching its patterns, amplifying the mechanism and improving relative systems. Therefore, creating good conditions to the construction of consultative democracy at the grass-roots levels and pushing forward the multi-layer development of the consultative democracy system.The last chapter is the conclusion. It summarizes the whole paper.
