Research On Influencing Factors And Problem Countermeasures Of County-level Administrative Division Adjustment

As socialism with Chinese characteristics has entered a new era,economic development has shown a new trend,and economic growth has shifted from high-speed to high-quality.Achieving high-quality urbanization is a prerequisite for achieving high-quality development.However,from a practical point of view,some cities have low regional economic strength and poor external competitiveness due to narrow development space and backward public infrastructure.There is still a big gap between the requirements of national policies and strategic planning,and it is difficult to meet the higher needs of the people.The adjustment of county-level administrative divisions in the form of removing counties into districts,removing counties into cities,and dismantling cities into districts has become an important means to solve the above problems.However,not all county-level administrative division adjustments have been successfully implemented,and some adjustments have been shelved due to opposition from the local public.In the process of adjustment,there are problems such as too fast adjustment speed,weak development in some areas and even economic regression after adjustment,revealing that there are still many deficiencies in the adjustment of county-level administrative divisions in China.Clarifying the influencing factors of county-level administrative division adjustment and how to optimize the decision-making of county-level administrative division adjustment have become important issues to be solved.This study takes the case of county-level administrative division adjustment nationwide as the research object.First,by collecting data and using grounded theory to build a model,the influencing factors and decision-making process of county-level administrative division adjustment are condensed.Secondly,we select three different cases of county-level administrative division adjustment cases in the country from2011 to 2021,including the removal of counties into districts,the removal of counties into cities,and the removal of cities into districts.Different impact paths of county-based cities and de-city-based districts.Thirdly,four cases of the fact that counties(cities)were withdrawn and divided into districts were selected for analysis to better demonstrate the interaction of relevant stakeholders.Finally,this paper summarizes the deficiencies in the adjustment of county-level administrative divisions and puts forward countermeasures to provide reference for the government to improve the level of decision-making,strengthen the management of administrative divisions adjustment,and promote the common development of cities and counties.The research found:(1)The decision-making process of county-level administrative division adjustment includes "problem situation-influencing factors-decision-making process-adjustment results-optimization strategy".The problem situation is a realistic factor for the adjustment of county-level administrative divisions.Influencing factors are the key to determining the adjustment results of county-level administrative divisions.The decision-making process includes adjusting the target,adjusting the process and adjusting the form.The optimization strategy is the government’s correction and correction of the county-level administrative division adjustment,which plays an important role in improving the future administrative division adjustment work.(2)Among the seven factors,including national policy strategy,spatial geographic location,economic connections between cities and counties,the number of historical adjustments,public participation,radical violence,and expert advice,the national policy strategy,economic connections between cities and counties and spatial geographic location positively contributed to the adjustment of county-level administrative divisions.Radical violence negatively hinders the results of county-level administrative division adjustment.
