Research On The Influencing Factors And Governance Of Urban NIMBY Conflict Outcomes

With the acceleration of social transformation and urbanization,the public has increasingly higher requirements on the ability and efficiency of the government to provide public services,and the demand for NIMBY facilities is becoming more urgent.However,some NIMBY facilities(such as nuclear power plants,waste treatment plants,funeral homes and other facilities),due to their negative externalities,have become the object of strong public resistance in neighboring areas,resulting in frequent NIMBY conflicts.Frequent NIMBY events already indicate that our country has entered the "NIMBY era".At the present stage,NIMBY conflicts no longer reflect independent conflict events,but the escalation of social conflicts behind a series of events,so the scope of influence on society is gradually expanding.The existence of NIMBY conflicts will have a significant impact on social and economic activities,public services,population mobility and other aspects,which is related to the stable development of economy and society.When the NIMBY issue becomes one of the research hotspots in academia,it also brings huge challenges to government governance,which undoubtedly becomes an urgent issue for the current government to respond to.Based on this macro background,this study conducted an in-depth study on the influencing factors of urban NIMBY conflicts and how the government should conduct governance.At present,the research on the NIMBY issue has been started from multiple perspectives,such as the generation,process and strategy of the NIMBY movement.However,most of the discussions on the results of the NIMBY conflict are derived from experience,which shows that less attention has been paid to the results of the NIMBY conflict and its influencing factors.Therefore,this study aims to extract conditional variables and outcome variables by combining the theoretical analysis framework of social movements.Specifically,six conditional variables,including facility type,media linkage,citizen participation,central support,citizen action and framing process,were incorporated into the analytical framework of the NIMBY conflict outcome study,and 40 typical cases of NIMBY conflict were clearly set and qualitatively analyzed.In addition to grasping the influencing factors behind the results of NIMBY conflict,the path combination between different influencing factors is also explored,so as to put forward targeted countermeasures according to different NIMBY conflict modes under each path.It is found that the analysis of a single condition in the process of NIMBY and the joint report among new media is the necessary condition for the success of the outcome of the NIMBY conflict in favor of the protesters.Through the combination analysis of conditions,three interpretation modes of the result path of NIMBY conflict were obtained after combining different paths,namely,the collective pressure mode and the radical rights protection mode under the preference of protesters,and the government-led mode under the preference of the government,so as to put forward targeted countermeasures.To sum up,the result of NIMBY conflict is caused by multiple factors.In the process of solving NIMBY conflict,on the one hand,protesters should express their own interest demands more effectively,form correct cognition,and improve their own participation ability.This requires the protesters to have a certain cultural quality and legal awareness,in order to better safeguard their rights and interests;on the other hand,Local governments should change their governance concepts and actively deal with NIMBY conflicts by enhancing the transparency of local government decision-making,enhancing the inclusiveness of local government,improving relevant legal systems,perfecting compensation mechanisms,strengthening risk communication and other measures,so as to improve their governance ability.This requires a higher level of governance from the government to better respond to challenges.In a word,resolving NIMBY conflicts is a task that requires the joint efforts of the government and all sectors of society.Only in this way can NIMBY conflicts be better solved and social harmony and stability be realized.
