Research On Administrative Approval Evaluation Of Lanzhou Engineering Construction Project Based On Service Quality

Under the background of China’s continuous promotion of "reform of delegating power,delegating power,delegating power and providing services",the reform of the administrative examination and approval system constitutes the main content of the transformation of the functions undertaken by the state administrative organs.The administrative examination and approval of engineering construction projects,as an examination and approval matter with centralized power,complicated process and numerous departments involved,has become the "backbone" in the reform of "delegating power,regulating and serving the public".In 2018,The General Office of the State Council issued the Notice on Pilot Reform of the Examination and Approval System for Construction Projects,which set clear and strong requirements for the reform.In 2019,Lanzhou Municipal Government officially issued the Implementation Plan of The Reform of Approval System for Engineering Construction Projects in Lanzhou,which is an action to meet the standards and requirements of The State Council and improve administrative efficiency.Based on the service quality evaluation model,this study studies the approval and operation of lanzhou engineering construction projects from the perspective of satisfaction.This paper mainly adopts literature analysis method,interview method and questionnaire survey method.On the basis of reading relevant research literature and collecting relevant materials of lanzhou engineering construction project examination and approval reform,combined with the opinions and suggestions of examination and approval personnel,a questionnaire is designed to investigate the satisfaction of enterprises in engineering construction project examination and approval.On the basis of screening effective questionnaires,SPSS data analysis software was used to test the validity and reliability of the data results.First,descriptive statistical analysis was conducted to obtain the satisfaction evaluation results.Second,correlation analysis and multiple regression analysis are carried out to obtain the factors that have a significant impact on the satisfaction of administrative approval of lanzhou construction projects.The research results show that the overall satisfaction of the enterprises with the current administrative examination and approval system of lanzhou construction projects is not high,which is manifested in the low evaluation of supervision and reliability,which indicates that the government departments need to make great efforts in the supervision of the project and the professional ability of the examination and approval personnel.On the other hand,the evaluation of assurance and care is high,which indicates that the customer have a certain degree of trust in the examination and approval personnel,and affirm the humanized service provided by the examination and approval personnel.For satisfaction evaluation results,this paper discusses the causes of problems in-depth analysis,and tries to from promoting connectivity data network platform,strengthening the examination and approval departments to coordinate and strengthen the construction of talent team of examination and approval,the innovation of administrative examination and approval way four aspects put forward the countermeasures and Suggestions,in order to further enhance the enterprise’s satisfaction.
