| The report of the 19 th National Congress of the Communist Party of China proposed for the first time the comprehensive implementation of the rural revitalization strategy,and also put forward the overall requirements of "prosperous industry,livable ecology,civilized rural culture,effective governance,and prosperous life".The 20 th National Congress of the Communist Party of China proposed to improve the level of environmental infrastructure construction and promote the improvement of urban and rural living environments.The Central Committee of the Communist Party of China has issued multiple documents related to the improvement of rural living environment,guiding the direction of action for the governance of living environment.In recent years,the impact of novel coronavirus infection on rural areas has put forward higher requirements for the living environment of farmers.The improvement of rural living environment is an important part of "ecological livability" and also the foundation for farmers to live a happy and beautiful life.The successive introduction of policies related to the improvement of national living environment is aimed at continuously solving the problems of dirty,disorderly,and poor living environment in rural areas,promoting agricultural and rural modernization,and realizing the aspirations of rural residents for a better life in rural areas.W Town in J County,Shaanxi Province is located on the northwest Loess Plateau,with agriculture as the main economy.It is a typical remote town in the northwest region.This article takes the governance of rural residential environment in W Town as the research object,using methods such as literature research,case analysis,and questionnaire survey to analyze the current situation and problems in the governance process of residential environment in W Town,and explore a path for governance of residential environment that is in line with the actual situation of W Town.This article consists of five parts.The first part is about the concepts and theoretical basis of rural living environment governance;The second part summarizes the current situation and achievements of rural residential environment governance in W Town,J County;The third part analyzes the problems and reasons of rural living environment governance in W Town,J County,by analyzing the survey data of rural living environment in W Town;The fourth part analyzes the successful experience of rural human settlement environment governance at home and abroad,as well as its inspiration and reference for rural human settlement environment governance in W Town,J County;The fifth part proposes improvement measures for rural human settlement environment governance from three aspects: the main body level,long-term governance mechanism,and guarantee strength.The aim is to provide a basis for precise implementation of policies to enhance the level of rural human settlement environment governance in W Town,J County,and provide theoretical basis and practical reference for rural human settlement environment governance in northwest China. |
