Research On The Optimization Of Rural Human Settlement Environment Governance Based On The Perspective Of "Rural Plus"

In October 2017,the 19th National Congress of the CPC put forward a rural revitalization strategy,"Eco-livable" has also become one of the general requirements of rural revitalization.In October 2018,the three-year action plan on rural human settlements environment improvement was published.From the perspective of mechanism design,the improvement of rural human settlements environment was promoted as a way to achieve ecological revitalization.From 2019 to the 2021 period,the central government has made further arrangements on the improvement of rural human settlements.In the process of rural revitalization,the governance of rural human settlements environment is a hard battle,and also a key link to determine the final effect of rural revitalization.At present,China’s rural population is still not low,but the impact of the urban-rural dual structure system is still in rural areas of economic and social development in comparison with the city is still lagging behind.In this context,although all parts of the country in rural areas to promote human settlements environmental governance,but the results are not the same.This paper focuses on Changshu,Changshu Province,and studies the progress and problems of rural human settlement environment governance in Jiangsu province,using the theories of Maslow’s hierarchy of needs,new public management,and industrial convergence,from the perspective of "Rural+" industry integration,combined with Case Analysis and questionnaire survey,this paper points out the existing problems:first,the overall level of rural human settlement environment governance is not high,second,the homogeneity of human settlements environment governance is more prominent,third,there is "The government is doing,the masses are watching",fourth,there is "Attach importance to construction and neglect management" phenomenon.By using relevant theories,this paper analyzes the causes of the problems:firstly,insufficient policy supply and single fund channel at the government level,secondly,it is difficult to land the rural level planning and the lack of industry integration,third,the subject consciousness at the level of farmers is weak,and the level of participation is not high.By analyzing some typical cases of rural human settlement environment governance at home and abroad from the perspective of "Rural+",this paper puts forward some suggestions on optimizing the problems:first,government guidance,second,the main body is united,the introduction of multi-subject co-governance,the third is the participation of farmers,multi-pronged efforts to promote "Good governance in rural areas",and fourth,deepening the level,the prosperity of rural culture to carry forward the new rural style.It is hoped that through the above-mentioned methods,farmers can better participate in the process of human settlements environmental governance,so that the integration of human settlements environmental governance and rural industries more in-depth mutually beneficial interaction,so as to enhance the quality and effectiveness of work.Therefore,under the background of the current rural revitalization strategy,it is of great practical significance to study the improvement and optimization of human settlements environment governance from the perspective of "Rural+".The purpose of this paper is to provide scientific suggestions for the improvement of rural human settlements environment,to further promote the development of rural industries and promote each other to achieve better rural revitalization.
