| The digital wave of the 21st century is rolling in and overwhelming.As the largest developing country,China attaches great importance to and makes every effort to build a "digital China" to better meet the digital age.As an important organic part of "Digital China",accelerating the construction of "Digital Government" has become the key path for the government to transform its functions,innovate its administrative management and service modes,and improve its administrative efficiency.Zhejiang Province is the pioneer of China’s reform,which took the lead in launching digital reform in 2021,and has made some achievements in the construction of digital government.In recent years,under the precise guidance of the central and provincial governments,the construction of digital government in Pingyang County has begun to take shape.Under this background,this paper starts from the perspective of promoting the construction of digital government,takes the digital government of Pingyang County as the research object,and comprehensively uses the relevant theories and research methods of digital government to analyze the construction background,construction experience,main modes and characteristics of the digital government of Pingyang County.From the basic situation of the project,the entry point of the reform,the reform path,the main practices,the application architecture diagram and the reform effect,this paper focuses on the analysis of the first batch of characteristic applications of the digital government system in the digital reform of Pingyang County.Through comprehensive analysis and field visits,it is found that there are still some problems in the process of digital government construction in Pingyang County,such as the different support of system application,the existence of "information island",the imperfect operation mechanism of project construction,and the need to strengthen data security and privacy.By analyzing the deep-seated reasons,it can be concluded that the organizational mechanism of digital government construction is not perfect,the basic conditions of digital construction are not mature,the service consciousness centered on public needs is not strong enough,the concept of data sharing and opening is not strong enough,the construction of professional supervision system is insufficient,and the attention to the construction of professional talent team is insufficient.At the same time,this paper summarizes and analyzes the more advanced digital government construction process and experience at home and abroad,such as Los Angeles in the United States,Vancouver in Canada,Frankfurt in Germany,Seoul in Korea,Shenzhen,Nanjing,Hangzhou,Qingdao and so on,and summarizes the experience and enlightenment that can be referred to in the construction of Pingyang digital government.On this basis,this paper puts forward some countermeasures and suggestions to promote the construction of digital government in Pingyang County,such as continuously improving the mechanism and system of digital government construction,building a sound long-term mechanism of data sharing,building a data security standard system,and training digital government professionals. |
