Research On The Improvement Of Nanjing Government Service Level From The Perspective Of Digital Government

The Fifth Plenary Session of the 19th CPC Central Committee proposed to strengthen the construction of a digital society and digital government,and to enhance the digitisation and intelligence of public services and social governance.Empowering government services with digital technology can effectively improve the efficiency of using data resources and promote the high-quality development of government services.As the capital city of Jiangsu Province and a mega-city in China,Nanjing has in recent years taken the construction of digital government as an important path to promote reform and innovation,enhance the quality of city functions and facilitate the benefit of the people and enterprises,and has made efforts to improve the functions of the city’s big data centre for government affairs and establish a municipal integrated government services platform,achieving more obvious results in promoting efficient public services,precise social governance and scientific decision-making in government affairs.Taking digital government construction to enhance the effectiveness of government services as the entry point,the thesis systematically analyses the main practices and achievements of Nanjing in the development of government services in the context of digital government construction through in-depth research on the preparation planning and work content of the Nanjing Municipal Development and Reform Commission,the Big Data Administration Bureau,the Information Centre and the Government Affairs Office,and the application of theories such as holistic governance theory,new public service theory and digital governance theory to The current situation of the development of government services platforms such as "Internet + government services" and "My Nanjing APP" is used as empirical cases,combined with interviews with the public in the municipal government hall and questionnaires on the satisfaction of the public with the construction of digital government services,to analyse in depth the "intestinal obstruction" in the development of government services in Nanjing.The "intestinal blockage" in the development of Nanjing’s government services mainly includes: insufficient top-level design and co-ordination planning,weak data governance and application capabilities,lack of all-round protection for data security,low satisfaction with digital government services,and insufficient social participation in the overall construction and sharing of governance,resulting in a weak digital transformation of urban governance,which makes it difficult to meet the increasingly diversified,diverse and personalised needs of citizens.It is difficult to meet the increasingly diversified,diverse and personalized needs of the public for government services.In view of the problems in Nanjing’s digital government service supply and digital governance,the thesis starts from the overall structure of Nanjing’s digital government construction,benchmarks the practical cases and experiences and practices of New York,Singapore,London,Shanghai,Hangzhou,Guangzhou and other advanced cities at home and abroad in improving the level of government services under the vision of digital government,explores the path of optimising and improving Nanjing’s government services,and proposes:improving digital government services The project also proposes measures to improve the top-level design and overall planning of digital government services,promote the modernization of government data resource management capacity,improve data security and emergency protection system,effectively improve the satisfaction of digital government services,strengthen the collaborative governance mode among multiple subjects,and expand new intelligent application scenarios of digital government services,so as to further promote the scientific,efficient and intelligent government services in Nanjing,and strive to build a domestic smart city benchmark and an international digital It will further promote the scientific,efficient and intelligent government services in Nanjing,and strive to build a domestic smart city benchmark,an international digital governance city,and a successful model for other cities at home and abroad.
