Research On The Building Of Digital Government In County Territory From The Perspective Of Structure-Process Analysis

Enhancing the building of a digital government,is an inevitable requirement for adapting to the trend of new sci-tech revolution and industrial transformation,leading and driving the development of digital economy and digital society,creating a sound digital ecology,and accelerating digital development.In recent years,relevant policy documents have been issued at the national level,constantly enriching the top-level design of digital government construction,at the same time,leading the innovative practice of grassroots digital government construction.County-level government is a key link in the national governance system,directly facing the vast majority of market players and the public.With the deepening of the reform of government functions,it has become an inevitable choice for county-level government to accelerate the improvement of the government’s ability to perform its duties and operational efficiency,and to build a digital government that meets the expectations of the people and meets the needs of governance.Driven by top-down deployment and bottom-up innovation and exploration,the pace of digital government construction in county territory is accelerating.On the one hand,innovative practices continue to emerge,driving county digital government construction practice to go deeper,on the other hand,new opportunities and new challenges are inevitable.How to solve the obstacles and problems faced in the process? To explore the optimal path of digital government construction,it is urgent to carry out in-depth research.Therefore,based on the county development reality,governance environment and resource endowment,this paper tries to take typical cases as the basis,adopt literature research,case study,interview and other research methods,to present the digital government construction practice of F County in Shandong Province in a panoramic way,use structure-process as the analytical framework to the building of digital government in county territory.First of all,the background,process and effect of digital government construction in F County,Shandong Province are analyzed.Secondly,the paper sorts out the dilemmas faced by the construction of digital government.From the practice of the construction of digital government in F County,Shandong Province,it mainly faces three dilemmas: mismatching of organizational structure and practical demand,continuous innovation and discretionary choice of risk control,cross-border integration and barriers.Insufficient rigid constraint of structure,insufficient flexible control of process,and government behavior anomy under pressure are important factors that lead to the difficulty of digital government construction.Finally,based on the analysis of the current situation,results,difficulties and causes,the paper puts forward suggestions to optimize the construction of digital government at county level from three aspects: promoting structure optimization,promoting process control and establishing long-term mechanism,as well as specific measures such as strengthening top-level design,strengthening system construction,strengthening project coordination,strengthening supply and demand connection,strengthening talent support,strengthening inter-government coordination and strengthening public participation.Through indepth analysis of typical cases of digital government construction in F County of Shandong Province,this paper further enriches the county case data of digital government construction research,proposes the optimization path,provides useful enlightenment for other regions to promote the practice and innovation,and accelerates the formation of a new pattern of digital governance.It is of theoretical and practical significance to promote the modernization of the system and capacity of governance at the grass-roots level.
