Research On The Multi-Agent Participation Of Improvement Of Rural Living Environment Of Daizhuang Town,Pizhou City

Improving the rural living environment is a major task in implementing the strategy of rural revitalization,which is related to the fundamental well-being of farmers and the civilization and harmony of rural areas.The improvement of rural human settlements requires not only continuous investment of funds and technologies,but also strong measures to promote the active participation of multiple subjects.With the further development of the market economy,it is not realistic to change the living environment simply by relying on the collective labor of farmers.Therefore,the participation of multiple entities is the only way to improve the rural living environment,and also an effective way to improve the grass-roots governance of the government.Through investigation,it is found that in recent years,Daizhuang Town,Pizhou City has earnestly implemented the National Three Year Action Plan for the Improvement of Rural Human Settlements,and has achieved certain results: the government governance policy has been gradually improved,the work of grass-roots autonomous organizations has been increasingly strengthened,the villagers’ awareness of participation has been gradually improved,and the role of social organizations has been gradually strengthened.But the problems can not be ignored:the government’s guiding role is not fully played,the participation of the masses is not high,the funding is insufficient,the role of grass-roots autonomous organizations is not fully played,and the enthusiasm of social organizations is not fully mobilized.The reasons are that the government governance system is not perfect,the farmers’ traditional lifestyle leads to low participation,the multi subject financing channels for rural human settlements governance are narrow,the villagers’ committee’s democratic autonomy function is not fully played,and the effective multi subject rural human settlements improvement mechanism has not yet been formed.In view of the problems in reality and the analysis of the corresponding causes,the countermeasures for the multi subject participation in the improvement of rural human settlements in Daizhuang Town,Pizhou City are proposed as follows: giving play to the leading role of the party and government in the governance of rural human settlements,enhancing the democratic management role of grass-roots autonomous organizations,encouraging social organizations to participate in the improvement of rural human settlements,and further enhancing the participation and self-consciousness of farmers,We will form a multi subject participation model for rural human settlements improvement that is "led by the party and government,villagers’ autonomy,and social organizations’ participation".
