| To carry out the research on the construction and path promotion of network ideology cooperative governance mode,we must first construct the theoretical model of network ideology cooperative governance,and find that its theoretical basis is governance theory and Xi Jinping’s network ideology’s governance thought.The realistic background comes from the problems existing in traditional ideology control,including ideology.Concentration of management and control system,high pressure of control environment and rigidity of management and control means,as well as the new requirements of the transformation of ideological work subject from single to pluralistic,the transformation of working concept from closed to open and the transformation of working mode from single to comprehensive under the modernization of national governance,and the de-individualization of network under the background of Internet.Decentralization and demarcation lead to the weakening of the responsibility consciousness of netizens in the governance of network ideology,the dominant position of the government in the governance of network ideology,and the weakening of the autonomy of the state in the governance of network ideology.Thus,the theoretical model of network ideological collaborative governance is constructed.The basic elements of this model include objectives,governance subjects,objects of governance,implementation mechanisms,the performance of governance,etc.The governance objectives are to create a clean network space and build common ideals and beliefs;the implementation mechanism is composed of three links:driving factors,collaborative process and governance results;and the system framework is to give full play to the party and government.Leading role,establishing support and cultivation mechanism,providing platform,organization and system support for enterprise performance,netizens’self-discipline and social supervision,and synthetically utilizing moral education,legal norms,technical constraints,industry regulations,network conventions and community consensus,etc.,to coordinate management with multi-subjects of society,and ultimately to form.The network ideological governance pattern of the party and government leading,social participation and co-governance can achieve the goal of the network ideological governance with a clear atmosphere and a cohesive force.Then,through case selection,data collection,reliability and validity analysis,three cases of "Zhao Wei actors incident","Ergeng canteen incident" and "Jiuyin Qiu Shaoyun incident" are selected to verify,and it is concluded that at present,in our country,multi-subjects are participating in the governance of network ideology in collaboration.The perfection of cultural production and operation mechanism and social supervision mechanism is relatively high.The perfection of supervision mechanism,civic education mechanism,public opinion guidance and supervision mechanism and action coordination mechanism is generally or relatively low.It is found that the main reasons for these problems are weakening of the management of new media positions and inadequate law of network ideology.And the self-discipline consciousness of network subjects is poor.Then,through case selection,data collection,reliability and validity analysis,three cases of "Zhao Wei actors","Ergeng canteen" and "Qiu Shaoyun" are selected to verify,and it is concluded that at present,in our country,multi-subjects are participating in the governance of network ideology in collaboration.The perfection of cultural production and operation mechanism and social supervision mechanism is relatively high.The perfection of supervision mechanism,civic education mechanism,public opinion guidance and supervision mechanism and action coordination mechanism is generally or relatively low.It is found that the main reasons for these problems are weakening of the management of new media positions and inadequate law of network ideology.And the self-discipline consciousness of network subjects is poor.To this end,we need to strengthen the position management of the coordinated governance of network ideology from the aspects of implementing the real name of the network,improving information auditing,strengthening official guidance,filling legal gaps,strengthening the positive effect of technology,mobilizing netizens’enthusiasm,strengthening ideological and moral construction,strengthening the construction of Party and government style,and strengthening the construction of network conventions.Strengthen the measures to guarantee the collaborativegovernance of network ideology and promote the main self-discipline of the collaborative governance of network ideology,so as to effectively improve the performance of the collaborative governance of network ideology. |
