Implementing the rural revitalization strategy is an important focus to issues related with agriculture,rural areas and farmers in the new era.As General Secretary Xi Jinping stated clearly in the report of the 19th CPC National Congress,implementing rural revitalization is a new strategy and countermeasure for today’s rural work while the living environment in rural areas must be improved.Meanwhile,the major task for carrying out the strategy as well as the great expectation of farmers are to ensure farmers’ well-being and improve their livelihood.Nowadays,the living environment in rural areas has improved significantly.Nevertheless,there are still huge gaps between the present situation and people’s anticipation.Problems such as the shortage and deterioration of infrastructures along with inefficient and single governance model still resulted in the long-term existence of dirty and disorderly environment.The improvement of rural living environment is a comprehensive and systematic undertaking,which relies not only on the government’s efforts,but also on the participation of the multi-agents including the government,village-level organizations,villagers,grid members and areas under administration.A complete series of governance systems and mechanisms should be set to promote clear division of labor and cooperation among all institutions,whose participation is supposed to be involved as well as the conversion of governments’ governance perceptions from dominance to guidance.The strengths of those who are concerned would be brought into full play and the governing subjects be mobilized to work together so as to effectively guarantee the supply of fundamental public goods.On the basis of plentiful research at home and abroad on human settlements,this paper uses research methods as case studies,interviewing and the like to explore the essential problem of multi-agent participation in rural human settlements governance.First of all,through collecting and summarizing relevant thesis and materials,this paper overviews the multi-agent participation in rural human settlements in Village A in Datong,Shanxi province.Based on the interviews and questionnaires to different subjects,the paper concludes that the current problems in Village A involve issues as unfulfillment to duties among basic-level government’s environmental governance,insufficient cooperation among village-level organizations,low enthusiasm of the environmental sanitation companies and unwillingness of the villagers to participate actively.What’s more,the paper combines the author’s own working experience with relevant data,further analyzing the following causes leading to the discussed problems,for instance,incorrect orientation to government responsibilities,single and inefficient governance measures used by village-level organizations,imperfect interaction mechanism to the areas under administration and insufficient publicity and mobilization of villagers’ enthusiasm.In the end,in response to the above-mentioned problems and causes,after assimilating relevant typical experience,the paper puts forward five countermeasures and suggestions:the first one is to give full play to government’ s planning and guidance role;the second one is to innovate the self-governance model of basic-level organizations;the third one is to strengthen the education and guidance to the farmers;the fourth one is to perfect the interactive mechanism of areas under administration to participate in rural living environment governance while the last one is to improve its legal mechanism,all of which dedicate to provide necessary help in figuring out solutions.
