The usual performance appraisal system of civil servants is an important part of perfecting the civil servant appraisal system and strengthening the construction of civil servants.It is also an important need to implement General Secretary Xi Jinping’s proposal that cadres appraisal should be focused on daily performance.The taxation authority has realized the regular and delicacy management of cadres by using the usual performance appraisal,improved the performance and efficiency,and provided many successful experiences for the cadre appraisal.However,there was plenty of room for improvement.This paper aims to conduct an in-depth study on Henan Province F tax bureau civil servant usual performance appraisal problems,reasons and solutions to provide reference and suggestions for usual performance appraisal improvement of F tax bureau civil servant.Firstly,the performance appraisal theory and the current domestic and foreign academic research results,practice and technology trends are reviewed in this paper.Secondly,the definition of the core concepts and basic theory is elaborated,and the current situation of performance appraisal in F tax bureau is introduced.Thirdly,the deficiencies and problems of the F tax bureau civil servant performance appraisal are analyzed through literature analysis,questionnaires and interviews and other research methods.Finally,the primary cause is found out and effective solutions are proposed.Through the research on Henan Province F tax bureau civil servant usual performance appraisal,the achievement and the necessity in the implementation of usual performance appraisal system in F tax bureau are summarized in this paper.Six problems are presented through the investigation,which are the general appraisal method,the insufficient recognition,the ineffective communication,the suboptimal utilization,the deficient index design,the insufficient appraisal seriousness.The reasons are analyzed and the optimization measures are presented based on the problem-oriented principle,which are the optimization of usual performance appraisal methods,the construction of the appraisal concept,the improvement of the supporting system security and other three aspects.I hope that this paper can further improve the F tax bureau performance appraisal system,fully stimulate the F tax bureau civil servants’ work initiative and creativity,and make the cadre team more energetic. |
