This paper research theoptimization civil servants performance appraisal system of Xiangtan local taxauthority from the perspective of post and responsibility system, it has great practicalsignificance to the practice of civil servants performance appraisal of Xiangtan localtax bureau.The article draws lessons from foreign civil servants’ performance appraisalexperience, combined with the questionnaire results analysis about the civil servantperformance appraisal of Xiangtan local tax bureau, to Summarize that relying on thepost and responsibility system is to the key point to optimize the civil servantsperformance appraisal of Xiangtan local tax bureau.
