The civil servant is an important part of the national human resource. Coincident with the reform of political system deepening and the reform of personnel system boosting, the performance appraisal of civil servant has become an important and difficult point in the civil servant management of state organ.As the constantly deepening of the reform of government function, the traditional personnel administrative management of government department is making a transformation towards the modern human resource management. Only take scientific management philosophies and methods as guidance, can the civil servant examination obtain anticipant result. The reference from the western developed countries, the trend of current appraisal policy of civil servant in our country, the mature theory of the performance appraisal in business circles provide theoretical supports for the textual applications and researches.It takes the Local Taxation Bureau of S County for instance and uses modern management theories and systemic standpoints to study the civil servant performance appraisal in this paper based on the investigations and analyzes of the status quo and the existent matters of the civil servant performance appraisal in this bureau. On the basis of Civil Service Law and the principle of current policy of examination system of civil servant, and the core that obtaining qualitative results from quantitative examinations, considering the technique of the employee performance appraisal in business circles and the condition of this bureau, adopting the method that combining analyzes on theories and practices, quantities and qualities , the writer designs a system for the performance appraisal of civil servant for Local Taxation Bureau of S County. In the process, the writers manages different kinds of performance appraisal methods and other human resources techniques, introduces the Analytic Hierarchy Process (AHP) in decision analysis on weight of indexes, and designs the performance appraisals evaluative model with mathematic and statistic methods. In addition, it also gives suggestions for effective management of the performance appraisals system in this paper.This research can be a reference on promoting scientization and standardization of the civil servant performance appraisal system of state organ. It also conducts useful probes on the combination of system design on the performance appraisal of civil servant and national current policy of examination system of civil servant.
