As an important part of China's civil servants assessment system,the usual assessment is of great significance to evaluate both ability and moral integrity and task achievement of civil servants comprehensively,objectively and accurately,to promote civil servants to be honest,diligent,pragmatic and efficient,to construct the team of high-quality civil servants.For a long time,the usual assessment of civil servants does not link directly to the rewards and punishment of civil servants.Meanwhile,there is a lack of usual assessment methods with mature system and strong operability.Therefore,the problem of neglecting the usual assessment or even becoming mere formality is more serious.However,the usual assessment has the unique advantages of timely spur,incentive and supervision.It is an important method to strengthen the daily management and supervision of civil servants,which is urgently needed for government agencies at all levels.Thus,it is of great theoretical and practical significance to study the construction of civil servants' usual assessment system.The W City R Bureau began to test the usual assessment work from 2013.The pilot work has achieved some success,but there are still many problems.This study attempt to apply performance management,goal setting,motivation and other theoretical knowledge,and survey by the method of literature research,comparative study,empirical analysis,inductive analysis,interview and other research methods.This paper makes a deep analysis of the current civil servants' usual assessment of W City R Bureau,and put forward the corresponding improvement countermeasures by drawing experience home and abroad,in order to provide some theoretical support and practical suggestions for the usual assessment work.This paper divides into the following sections:The first part is introduction.This chapter mainly introduces the research background of the usual assessment of civil servants,the significance of carrying out the assessment of civil servants.Through the study of literature at home and abroad,the paper puts forward the main research methods of civil servants' peacetime assessment.The second part is about the concept and theoretical basis of civil servants' usual assessment.First of all,this chapter defines the relevant concepts of the civil servants' usual assessment,and then discusses the theoretical basis of the usual assessment.Finally,the paper introduces the methods of performance appraisal of civil servants.The third part is about the evaluation system of the civil servants in W City R Bureau.This chapter mainly introduces the current civil servant assessment system of Wuxi Municipal Bureau of human resources and social security.The fourth part analyzes the problems and causes of the civil servant examination in W City R Bureau.This chapter focuses on the analysis of the problems existing in the assessment of civil servants of W City R Bureau.The fifth part introduces domestic and foreign civil servants peacetime assessment experience.In this chapter,the author introduces the experience and practice of the civil servants in the developed countries and the advanced regions in China,and sums up the Enlightenment from the experience.The sixth part is the countermeasures and suggestions to improve the evaluation of W City R Bureau.This chapter is mainly based on the problems raised in the front,which puts forward some countermeasures and suggestions to improve the usual assessment of civil servants in W City R Bureau.
