| The performance appraisal of civil servants is an important part of civil servant management.It plays an important role in improving the enthusiasm and efficiency of civil servants’ work.With the formulation and implementation of China’s “Civil Service Law” and related assessment systems,the performance appraisal of civil servants of the HX District Market Supervisory Authority has been continuously improved.Howewer,there still exists some problems affecting the improvement of administrative efficiency in the practice of civil servant performance appraisal in the HX District Market Supervisory Authority.Taking the HX District Market Supervisory Authority as an example,this paper comprehensively uses the literature method,field research method and case analysis method to optimize the performance evaluation of civil servants in the HX District Market Supervisory Authority.Firstly,it expounds the background and significance of the research,reviews the research status of civil servant performance appraisal at home and abroad,and introduces related concepts and theories.Secondly,it analyzes the general situation,the personnel structure and the current assessment system of the HX District Market Supervisory Authority.By the method of questionnaire survey,it found out the problems in the following four aspects: assessment indicators,assessments methods,application of assessment results as well as assessment and supervision mechanisms.Thirdly,the causes of the problems are analyzed in detail.The causes mainly lie in the following five aspects: the special nature of the job as a civil servant,insufficient understanding of the importance of assessment,the low degree of specialization,the flaws in the assessment systems,and the fact that the assessment theory failed to guide practice effictively.Fourthly,it introduces the advanced experience and methods of the United Kingdom,the United States,Japan,South Korea and some regions in China with high assessment level.Fifthly,it uses the 360-degree assessment method and the target assessment method to propose optimization suggestions,mainly on ideas,job analysis,content and methods.Finally,the safeguards of organization,process,method,subject,supervision and communication are formulated and the optimization effect are analyzed. |
