Civil servants are an important force to promote the development of the national economy and society,and also play an important role in serving the masses.The efficiency of civil servants’ management often directly influences the development of economy and society and the quality of their service to the masses.It is an important part of China’s civil service management system in recent years to implement the parallel system of civil service posts and ranks and to implement the promotion mechanism of civil service ranks throughout the country.The system is a major exploration in the field of public administration in order to solve the difficulties of promotion caused by the small number of civil servants at the basic level.On the one hand,by breaking through the "ceiling" of promotion,on the other hand,by increasing the ranks and the number of posts,the boredom caused by the chronic inability of civil servants to meet their professional needs will be alleviated to a certain extent,the civil service will be more dynamic,the salaries of civil service groups will be improved,the initiative of civil service officers will be better exercised and they will play an important role in motivating civil servants to perform their duties.In this paper,the entry point of the case study is selected as Q County Tax Bureau.By using the theory of target management,Peter’s theory,policy implementation theory,literature research,questionnaire and interview research,statistical analysis and other research methods,the author analyzes the promotion system of civil servants in depth,and explains the incentive role of the promotion system for civil servants to perform their duties and responsibilities.Based on the analysis of the implementation of Q County Tax Bureau rank promotion system,it is found that there are many problems in the implementation of the public system,including:the number of rank posts is not reasonable,the system implementation process is biased,the target group is not satisfied with the policy,and the policy implementation environment is not ideal.These problems have seriously affected the effectiveness of the system,making it difficult to play a better incentive effectiveness.Based on the problems existing in the implementation of Q County Tax Administration’s rank promotion system,this paper puts forward some countermeasures and suggestions for optimizing the rank promotion mechanism of civil servants from four dimensions,namely,improving the design of basic system,strengthening the construction of implementing agency,improving the satisfaction of target groups,creating a good policy implementation environment,solving the problems arising in the implementation of the system,giving full play to the incentive role of the promotion system,and laying a solid foundation for high-quality tax development.
