Grassroots civil servants are the bridge and link between the party and the government to closely connect with the people and occupy an important position in China's grassroots management system.The implementation of a system in which civil servants 'positions and ranks are parallel is an important reform to improve the personnel management system at the grass-roots level and strengthen the building of the ranks of civil servants.Strengthening the study of parallel systems is essential to improve the salary management system of grassroots civil servants and improve the incentive and guarantee mechanism.The main purpose of this article is to study the effects and disadvantages of the implementation of the current grassroots civil service salary system,so as to further improve the grassroots civil service salary system.This article selects the grassroots civil servants at the second level of county and township government in Rizhao as the research focus of this article,and conducts survey and analysis through questionnaires and interviews.Issues,including the impact on civil servants,fairness and incentive effects.According to the survey,the grassroots has a high level of recognition for reform and has a certain incentive effect,but the promotion period is long and the salary increase is small,which leads to many deficiencies in the incentive effect.We recommend optimizing the rank setting conditions,which include promotion review mechanism,assessment mechanism and supervision mechanism.
