| In recent years,the state has vigorously promoted the construction of digital government.In this environment,whether civil servants have digital literacy and how their digital literacy level is particularly important.Among the civil servant groups in my country,grass-roots civil servants connect the communication between government departments and the people,and play an important role in national governance.The digital literacy level of grass-roots civil servants reflects the ability of grass-roots governance to a certain extent,and also affects the construction of digital government.Improving the digital literacy of grass-roots civil servants is also a new challenge to the development of civil servants’ ability in the digital age.Therefore,the research on the digital literacy of grass-roots civil servants is of great significance.This paper takes Hefei City as the research object,and uses a questionnaire to understand the current digital literacy status of grass-roots civil servants in Hefei City,analyzes the factors affecting digital literacy,and on this basis,put forward suggestions for improving the digital literacy of grass-roots civil servants.This paper includes three aspects: first,referring to the relevant digital literacy framework and the quality and ability framework of grass-roots civil servants,and then referring to the relevant literature,this paper constructs the index framework of grass-roots civil servants’ digital literacy,mainly including six dimensions: equipment and technology,information and data,communication and cooperation,security and problem solving,Descriptive analysis of these six dimensions to understand the current situation of digital literacy of grass-roots civil servants in Hefei.This paper summarizes the factors affecting the digital literacy of grass-roots civil servants from three aspects: personal characteristics,organizational management and working environment,puts forward the research hypothesis according to the influencing factors,and uses spss26 software to carry out difference analysis,correlation analysis and multiple regression analysis to verify the research hypothesis.Thirdly,it puts forward some suggestions to improve the current situation and influencing factors of digital literacy of grass-roots civil servants in Hefei.Through research and analysis,the overall level of digital literacy of grass-roots civil servants in Hefei is good.In terms of six dimensions,the level of equipment and technology is the best,followed by the dimensions of digital content creation,communication and cooperation,information and data.In contrast,the level of security and problem solving is relatively low.Although there is a certain gap between the levels of various dimensions,the gap is small,Generally speaking,all dimensions are relatively balanced;The digital literacy of grass-roots civil servants has no significant difference in gender and position category,but there are significant differences in age,professional background,education and so on;In terms of influencing factors,personal characteristics,including personal motivation and personal cognition,have a significant impact on the digital literacy of grass-roots civil servants,organization management,including publicity and training,assessment mechanism and reward and punishment mechanism,has a significant impact on the digital literacy of grass-roots civil servants,and the working environment,including infrastructure,attention of superiors and organizational personnel literacy,has a significant impact on the digital literacy of grass-roots civil servants,The influence of work needs is not significant.Therefore,based on the above conclusions,in order to improve the digital literacy of grass-roots civil servants,targeted suggestions are put forward from four aspects: the cognition of the digital literacy of the grassroots civil servants,the overall planning of the construction of the digital literacy of the grassroots civil servants,the publicity and training of the digital literacy of the grass-roots civil servants,and the system and mechanism of the digital literacy of the grass-roots civil servants. |
