Study On The Problems And Upgrade Path Of Grassroots Civil Servants In X District Of Nanjing City

Building a service-oriented government,establishing a basic public service system,promoting the equalization of public services and enabling people to live a happy life are the focuse of our government’s governance and reform in recent years.They are also the responding to the higher quality public service needs and the conforming to the development trend of global public service.From the central government to the local government,governments at all levels have made useful explorations in order to establish service-oriented government,but the rapid development of economic has resulted in new contradictions that can not be ignored,including the contradiction between backward service concept and awakened public democracy consciousness,the contradiction between the supply level of government public services and the growing demand for services of the masses,and the contradiction between traditional public services means and technological innovation provided by Internet+.As the concrete executor of government public service and the most basic,main and direct service subject of the government,grassroots civil servants play an important role in the process of public service.Improving the quality of their service and making people enjoy high-quality public service are the key to building a service-oriented government.This paper takes the method of literature research,interview and case study through the investigation and research in the service of grassroots civil servants in X District.It is found that the public service consciousness is weak,the professional ability is deficient,the work is complicated and floating at the surface,and the operation process is not standardized.In view of these problems,through literature research and successful experience from other regions,this paper therefore puts forward some feasible proposals: enhance the awareness of public service,manage the grass-roots civil servants based on people,strengthen the supervision and accountability of grass-roots civil servants,deepen the reform of "releasing management service" and carry out the standardization construction of public service for grass-roots civil servants.
