In the digital economy,the rapid development of information technology has made it increasingly important to build a digital government,which has a significant role to play in modernising the national governance system and its ability to govern.Many researchers have focused on the use of digital technology to improve governance and effective governance.However,previous research on building digital government has mainly focused on building digital ’hardware’,while neglecting the ’software’.From the point of view of the practical subjects of building digital government,in order to meet the basic conditions of digital government,the general public servants must achieve continuous improvement of digital literacy and strengthen their "soft power" in governance.As frontline workers who respond to the will of the people,measure public opinion and provide social services,their digital literacy has a direct impact on the efficiency and quality of digital government.In an era of rapid digitalisation,many grassroots civil servants are unable to adapt to new work patterns effectively and in a timely manner,and are affected by working conditions,working environment and psychological factors,such as "formalism","negative technological pressure"and "digital bondage".There are real problems such as "digital bondage".Considering all the new changes in the digital age,the majority of grassroots civil servants can only acquire in-depth skills based on continuous theoretical learning and real time to be able to use digital tools effectively,innovatively and safely to carry out their public duties,not only at the explicit level of digital knowledge and skills,but also at the invisible level of digital awareness,attitude and motivation.This study focuses on the XX district of Heze city to understand the current digital literacy of the grassroots civil servants there.Firstly,the theoretical framework of the current situation of digital literacy among grassroots civil servants is constructed based on the theories of digital governance,competence and the digital divide,with five dimensions of digital knowledge,digital skills,digital awareness,digital attitudes and digital motivation.Secondly,on the basis of the theoretical framework of the current situation of digital literacy,a questionnaire survey was conducted to collect data from the grassroots civil servants in the XX district of Heze city,and then to study the current situation of digital literacy of the grassroots civil servants in the XX district of Heze city,analyse the factors and causes affecting the digital literacy of the grassroots civil servants,and propose corresponding countermeasures.The study found that the grassroots civil servants in XX District of Heze City are in a good state in terms of digital literacy at this stage.Most of the grassroots civil servants feel that they have a high level of digital knowledge,awareness and motivation,while their digital skills and digital attitudes still need to be improved.In order to find out the factors influencing the digital literacy of grassroots civil servants in District XX,this study proposes a hypothesis based on theory and designs a model around the theme of digital factors of grassroots civil servants mainly by means of one-way ANOVA and regression analysis.The results of the study show that the current digital literacy development of the grassroots civil servants reveals a lack of environment for promotion,a gap in the training system and an imperfect institutional mechanism.Based on this,this study focuses on three dimensions to provide corresponding improvement strategies:firstly,to strengthen the promotion and publicity of digital literacy at the grassroots level;secondly,to attach importance to the education and training of digital literacy at the grassroots level;and thirdly,to improve the institutional mechanism for the development of digital literacy at the grassroots level.This study mainly focuses on grassroots civil servants,which enriches the existing research objects in the field of digital literacy and broadens the methods and ideas for studying the current situation of digital literacy among grassroots civil servants.At the same time,this study constructs a model of factors influencing digital literacy among grassroots civil servants,which broadens the methods and ideas for studying the current situation of digital literacy among grassroots civil servants. |
