Digital literacy has become an important part of the comprehensive ability of civil servants.Improving the digital literacy of civil servants is an inevitable requirement for the development of professional competence of civil servants under the new circumstances of building a network power,digital China,and advancing the digital transformation of the government.The level of digital literacy of the civil service directly affects the pace of digital government construction and national information development.The purpose of this paper is to construct a civil servant’ digital literacy index system,investigate the status and problems of civil servants’ digital literacy,clarify the basic content of digital literacy required of civil servants and their main challenges at present,and provide reference for education and,training,evaluation and assessment of digital literacy,and provide policy recommendations to the promotion of civil servants’ digital literacy.Based on the theory of competence and digital governance,this paper builds a theoretical framework of digital literacy for civil servants by drawing on the existing literature theory and digital literacy frameworks at home and abroad,and improves digital literacy index elements and score the importance of each index element through the Delphi method.After scoring the importance of each indicator element,the analytic hierarchy process was employed to calculate the weight of each indicator.Finally,a civil servant digital literacy index system was constructed from six dimensions: technology,information,communication,digital content creation,safety,and problem solving.Based on the constructed indicator system,a civil servant digital literacy questionnaire was designed to study the digital literacy of 256 civil servants from different work units and of different ranks to assess the status quo of digital literacy of civil servants.The survey results show that the overall level of digital literacy of civil servants is higher than the average level;however,it still needs to be strengthened in terms of technical cognition,public opinion guidance,network administration,content creation,data security,risk management,data awareness and methods.At the same time,the main problems facing the construction of digital literacy of civil servants and the effective measures to improve the digital literacy of civil servants were investigated.Combining the results of expert surveys and questionnaire surveys,this paper puts forward specific suggestions from the improvements of these four aspects: the overall planning of the construction of civil servants’ digital literacy,their awareness of digital literacy,the education and training systems,and the recruitment,evaluation,and assessment mechanisms of digital literacy.
